The smog in NCR has been happening for many many years during winter season which used to result in cancellations of Trains and Flights. Old residents of Delhi will recall that there was a coal burning power plant in the centre of Delhi operating during 70's. There was no check on Air Pollution. The Air Pollution Control Act was enacted in 1981. I was part of a World Bank Assisted Study on Current Status of Air Pollution in Chembur & Thane Belapur Areas in 1993. Those of you familiar with Mumbai will recall that Chembur used to be called Gas Chamber due to very high level of Air Pollution. Since all large industries located in Chembur viz. BPCL, HPCL, RCF, Tata Power etc. had installed Air Pollution Control equipment, the result of study was: A. Contribution from transport Sector.....60% B. Contribution from Industry.................20% C. Contribution from Domestic Sector.....20% Domestic sector contributes due to fuel used for preparing meals. To solve problems faced by NCR a study needs to be conducted by Central Pollution Control Board to determine the contributors to Air Pollution and suggest suitable measures for long term solution of the problem. Knee jerk reactions like Odd Even scheme will not work. The problem of burning of crop residue in Punjab & Haryana can be solved by Central & state Governments making arrangement to collect crop residue without any cost to farmer and use the same as fuel for power generation. more  

Exempting tax is not the solution to the problem for air pollution, it will only increase the sale of airpurifier and increase the sales of the manufacturer. Instead, let there be strong action against pollution makers. more
