Reservations planning and execution
The reservation in govt. jobs or otherwise is causing a great deal of concern. The violent agitations shows we have a large no of criminals, high no of instigating leaders and the opportunists to harm the society of poor people. True value of reservation is conveniently forgotten and reservation issue is made a tool to sabotage the very cause of reservation. Therefore reservation should be given to all communities in India because all are backward either financially or socially or psychologically or politically or morally or educationally or traditionally or purposefully and therefore there is a stiff competition to show how we deserve mainly for power and positions. There appears to be no competition for sacrifice, good performance, development or innovative efforts. Therefore reservation to every community be given in central services. There are around 1900 to 2000 communities from all religions, tribes, nomadic and immigrants.
The concertation on employment and manpower utilization should be made on four aspects. Govt. employees, Army and BSF, police and Agriculture product process.
1. Employment to central govt. jobs and loaning them out to state govt. or private sector. Salaries payable by respective establishments and no recruitment at local levels.
2. Raising army to one crore and BSF to one crore. Army and BSF to play a major role in internal security and part of present army to external threat plus defense. Creating colonies from BSF state wise as modern forts and an autonomous cosmopolitan internal security Machines.
3. Present Central Govt. employees are around 38 lacks the same can be raised to one crore with equal reservation to all and every community.
4. The basic minimum qualification for Army and BSF and police and class one and above must be Graduation for all other jobs even illiterates and 10th class can be recruited. All would be central govt. employees and place able anywhere in India even at Border States. Central recruiting board recruits a lowest to highest employee and post them where ever the staff is assigned anywhere in India and salary payable by respective authorities.
5. The retired staff can be recouped from all over country.
6. Govt. Employee must work at any place
7. Every employee to submit daily work shit for performance because if there is no work he can be transferred to place of demand.
8. 50% employment to women in jobs except at places of hazard.
Finance for Employees and their accommodation.
1. Redesign salary structure for all staff same salary @ 100/ per hour up to class II and @175 per hour to officers all above with 200 hrs. Working per month as common salary code. PF fund paid extra to LIC for pension.
2. 12 holidays paid and 15 days leave per year paid all other leave unpaid.
3. Dissolution of vetan aayog.
4. All members in all govt. houses do not draw salaries and perquisites since they are affluent there will be no subsidies at canteens hotels or anywhere. A true patriotic service to the nation. No fund for constituency. Or draw only minimum and nominal wage salaries.
5. Foreign trips at own cost and fixed facilities like air travel, unlimited train travel.
6. No govt. quarters except to emergency staff, no housing loan, and no vehicle loan no pension same job should be handed over to banks and Insurances. No loans for vote bank.
7. 2% Income tax on every gross income payable by every citizen up to the income of 50 lacks, 5% tax from 50 lacks to 10 crore and 10% to up to 100 crore of income. 35 crore people pay Minimum IT of Rs.2000.00 per year amounts to 70 thousand crores in multiples. 2% tax on all transactions and purchases above 10,000.00 etc.
Work for Employees having high strength
1. Marshals at every place e.g. two air marshals at every International flight, one at domestic flights, one at trains to combats terrorist, Gang rapists, train torcher
2. One spy at every suspicious institutions, Hit men, one at every Bank, two at main squires, high way patrol all work under local police.
3. Sanitation at public places airports, rly stations, Bus stops to keep them spot free.
4. Data and informer from house to house and every place even brothels and pubs working directly under local police stations.
5. Civil police to check loitering and littering.
6. Watch at isolated places for unusual activities.
7. Disaster management assistants and high speed communicators at lowest instrumentation.
8. Water resources security and maintenance from central services.
9. Land records and land development as well as landscaping.

13. Creating Temporary Tents in office premises or govt. places as office for field staff like military housing.
14. Trainers -Two years Military training to children boys and girls of 18 years age to create brave personalities.
