Peoples uses their near-by roads for cultivation, stuck personal belongings, cultural and regional uses, living etc. No such standard facility and rules is being adopted yet including towns and metropolitan cities too.
Street lights, public communication, signals, traffic police, parking etc has to come in force in a systematic way and it should not be limited to highways only. Why we can not consider those facilities as a common culture of facilities? Additionally local authority may reserve a best destination of the roads for essential public communications. It also must have to clear to whom the road is coming under jurisdiction and good maintenance to be ensure. A clear written maintenance guide line to be display and follow. As government mandate AADHAR identity for all their citizens, UID for all buildings, numbers allocated for national and state highways; an unique digital number must be for each road and facilities, maintenance history of the same has to update and taken care by local authority by default and it has to be put in public domain including registering issues / complain.

Facts are submitted with patience. DTCP and UDAs also ignored these basic issues for implementation. Every Many Panchayats and majority of Municipal Administrations fully neglected the enforcement of the Road Areas ; as well as Park/Public Amenities Places of maximum number of LAYOUTS . Thus, many Roads and Open Places though stored in the Sub Registrar Offices , Panchayat and Municipal Offices in the Layouts held by these Offices HAVE HAD BEEN STILL UNDER either under GRAB or, Changed on Ground . GOI if mandates verification and confirmation of these of all State Offices referred above , abundant Lands will be identified and these can be best used . Though Supreme Court in 1996 itself clearly notified these issues through {1996} 2 SCC 549 , Public Administration of various Governments neglected and set aside certain relevant directions of S.C. AIR 1960 SC 430 ; [1983] 1 SCC 471 ; {1991} 4 SCC 54 that are directed for livelihood infra with Roads, Drains, Electrification, Trees, Lighting, Greenery Parks etc., AND , EVEN DIRECTED THAT THE GOVERNMENT SHALL NOT CONVERT " Park Land " into a Hospital Land . This is the weight given by Supreme Court for the peaceful and Safe Environment that is to be maintained in the Citizen/Civilized Colonies . Still Governments had been allowing grabbing and loot of Government Lands of Road Widths, Land widths of Streams and Drainage routings, Tank and Pond Lands and, even the Burial Ground areas .
