Safety of women and increasing crime rate

Dear friends, the recent case of the 2 teenagers who were brutally raped, killed and hanged from a tree in Badaun, UP has shaken the whole nation. Similar outrage was witnessed after the Delhi rape case on 16th Dec 2012. The insensitive remarks by My. Akhilesh Yadav display apathy and indifference of the State Govt. towards the suffering of the family. Delhi & UP have the highest crime rates against women. Delhi has the title of "Crime Capital". All this makes me wonder whether women can be really safe in India. Some of the steps which the govt. can take to stop heinous crimes against women are given below:

1. Rape cases should be registered immediately when the victim approaches the police authorities. The police should also be sensitized to deal with the victims and get the details. There should be no delay in filing the FIR and efforts should be made to collect forensic evidence, samples from the place of crime.

2. Fast track courts should be set up and rape, molestation cases should be solved quickly so that the victims don’t undergo the trauma for years. Justice should be immediate, not prolonged. The courts should be able to distinguish between a genuine case and a fake case filed for revenge. The verdict should be delivered within 1-3 months.

3. The punishment for rape at present is 7 years Rigorous Imprisonment (RI) and life imprisonment in the rarest of rare cases. This is very mild. That’s the reason the criminals don’t have any fear in their mind when they commit a heinous crime like rape. The punishment should be death penalty in rape cases where the victim is killed or dies due to injuries and medical complications due to the act of crime. The definition of “rarest of rare cases” should be modified and include this. In recent times, women being killed or dying is becoming common. In other cases of rape or gang rape, they should be subjected to physical torture and be given Rigorous Life Imprisonment (RLI) of 30 years or until the death of the accused, whichever is earlier. The accused should not be released on bail. Rape should be made a non bailable offence.

Similarly, death penalty should be given to criminals who have killed innocents in full public view and eye witnesses are there to testify against him. The case should not drag on.

4. Mercy pleas of hardened criminals and rapists should not be admitted in court. When they commit barbaric, heinous crimes in cold blood and don’t have any remorse about it, they should not be shown any mercy.

5. Women constables and policewomen should be recruited in more numbers. Police patrolling should be increased in all areas in the city. Some lanes and areas are isolated. More constables should be deployed in such areas.

6. Streets should be well lit. Spy cameras should be fitted on all lamp posts so that the authorities have a recording of all activities. Govt. should ensure that the cameras are in working condition. Bus stops, auto rickshaw stands and other public places should be monitored by police authorities. Patrolling should be increased in these areas.

7. A national database of all the rapists and criminals should be prepared and distributed to all police stations in India. Similar database should be prepared for those with suspicious activities, background and past criminal records. Authorities should keep an eye on such anti-social elements.

8. A national helpline for women should be displayed in all trains, buses and billboards in all the cities in India. It should be a toll free number. More police stations should be set up in remote areas and also in cities. more

Reports on any atrocities against women & girls should be openly reported from all the states. They should be consolidated & areas most prone should be gradually identified, reasons established & remedies shared between states. Rather than blaming state administrations, such suffering states should be encouraged with experiences of more fortunate states who had been able to control. Awareness in society shall be other means. Do not create panic, demonstrate to cause further embarrassments. Let there be more vigils & alerts practiced. These may be made more visible on roads, near schools & heavy thorough fare areas. more  
Dipak Himatsingk is correct only 150 days are there for court function, remove this first more  
I thought that the idea of 'avoiding revealing dresses', if it had come from a lady, would have had better impact on other girls and ladies. more  
Ms Vijayalakshmi, I appreciate the strong sentiments expressed by you regarding the recent rape and murder cases of young girls in UP and Delhi AND the suggestions to improve the safety of women. But you seem to have NOT addressed the main issue, which is a major cause of rapes most of which are not reported to the police---the complete aping of the west, like young girls/ladies wearing 'revealing' dresses, visiting pubs to drink, going out very late in the night for social gatherings etc. Of course the case of the young girl in UP and in Delhi are cases of maniacs indulging in such acts. Very strong punishment , as you had suggested, should be a deterrent. Second thing is the over sensationalizing of the Rapes by the media to give an impression that ' India is a country where rapes are the order of the day'. This is also wrong. The western cultures, which boast of so much 'liberty' to women, also have a high or even higher incidence of rape and murder. So my addition to your list of suggestions to prevent rape would be 1. Young ladies and girls should be taught our age-old culture of 'modesty' in dressing, which is in fact a prevention method in most of the cases. The womens' liberation groups should be taught what real 'liberation' is. 2. Strict punishment for rapist would be a deterrent. more
