The tinyurl is comprehensive. It needs to be circulated to teh masses in their local language in the form of posters, which need to be pasted across the lenght & breadth of the country. Besides spitting, open defacation also needs to be addressed in a similar manner. Proper installation & maintenance of CCTV camera's covering every inch of the space, could make this possible by proper & agile monitoring. more  
A small change in point No. 4. Instead of fining him for what he has done make him responsible for the act. (Ask him to clean the place where he has spit. I have seen this in ISKCON temple. Normally they dont encourage small children below a certain age group to come to temple.If at all they come and if a child pees on the floor, they make the parent responsible and ask the parent to clean the floor with the cloth available. This I feel is more effective in place of punishing someone monetarily. more  
No 4 point in the pager can be a really great great revenue earner for the Govt. And a vigilance team should be configured to issue Challans. Each member of this team will be selected for one year from all departments of govt offices. Ask these members to be honest for at least this one year and don't accept bribe. I assure you that Govt will be forced to slash the income tax slabs significantly Because Indians spitters are so stubborn and in such a huge number that a continuous flow of revenue will be maintained for rest life for India. more  
Swach Bharath movement can be effective and successful only when Garbage collection / Garbage bins are adequate in capacity, Collection and disposal of Garbage system is in place and effective. In each town, village one government staff / Contract staff to be made responsible to monitor and coordinate this activity and his Annual Incentive / increment is linked to his performance. Unless Govt. make the concerned agencies made accountable, this movement cannot be successful. We should recollect and implement ' How Surat Municipal Corporation has cleared and put in place the drive for cleanliness in 1994 after Plague out-break under the Administrative Leadership of Mr. Rao, Municipal Commissioner '. more
