Security of Jails in India: Inputs on Issues

Given the jail escape episode in Bhopal, we would like to open this issue for citizen inputs on the various issues related to security in jails. In addition to inviting inputs from citizens, we would like to specifically seek inputs from police officials and retired officials who have been associated in managing jails.

The objective is to get a real assessment of the existing issues with jails in India and then have separate discussions on root causes and solutions that need to be implemented to make jails more secure in India.

We look forward to your inputs!

The incidence of hostage taking in jails is a common threat in the present situation.cause seem to be the inadequate number of jail guards versus inmates, lack of vigilance by jail wardens and lack of internal intelligence and lack of automatic weapons and quick reaction protocols. I was once in such situation in 1972 .jail system has not changed since. more
A radical change should come from home ministry .They should look in to the future of good modern management of prisons. 1- Old jails must be strengthened by three tier security with electrified fencing .(New jails spacious modern must be planned and funded for future as old jails are to be replaced ) 2- Installtion of jammers in all jails to deny criminals using mobile ,wireless instruments . 3- Immediate expansion of security staff atleast three fold. 4- Immediate transfer of all old staff who for years have brought decay in to these places. 5- provision of modern automatic weapons to all and training . 6- jail break drill and new alarm system linked to fencing, cctv camera s and alarm system. 7- Disaster management and fire fighting drills are to be written for each jail and practiced once monthly. 8- Improvement of jail kitchen and hospitals with adequate budget and effcient staff. 9- usage of Taser------ batons to control agitated ,violent prisoners with short burst of electric energy to immobilize him temporarily as in US to control emergency in highly volatile situations. 10- Induct ex servicemen and officers in prison system. 11- start a separate prison cadre in recruitment training ,appointment .Not to bring police personale in to this new system and a good salary structure with risk allowance, insurance ,compensation and a training college. more
Security breach is because of Mafia infiltration within Police circles. Not just jails but even in IB and this is a confirmed report more
First of all, either change the Jail Manual written by British looking to their colonial interests, rather than social justice. 1. Change procedure for keeping KACHA KAM kaidi, which eats majority space. 2. It also breed criminal as they stay longer in jail, without being convicted. 3. Change the traditional wisdom of police towards prisoner. 4. Very difficult, but yet very essential, that police should not obey their political bosses for their wrong doing. more
It is very painful being late due to late running of trains during non winter weather also. In winter railway may count fog is an issue, but in summer?????. The late running is a chronic issue of railways. A lot of improvement is required. The railway claims to be the biggest industry of the type in India, but nothing has been done to fight out the Fog devil, Once the winter passes, all the claims are being kept aside for wait of next winter. Every time we are listening that GOVT/Railways are trying to fight the issue. I call upon our youth to develop a system so that trains can ply smoothly in such drastic conditions also. Simultenously Govt. should also stand forward with innovations done by our countryman. more
