Set up an independent Police commission

Many Indians (including myself) like to call India a great civilisation. IMHO, ethical civilisations are those which empower and give dignity to even those who are marginalised and powerless. Convicted prisoners easily come into this category. Prisons in India are increasingly becoming a place NOT where prisoners are reformed, but where their criminal behaviour and mind-set is further hardened. When security officials /police officers are capable of showing such brutality against female prisoners, what can we expect from common men, who find women alone at night or in a vulnerable situation? Police investigations often protect the guilty in a ‘I scratch your back so you scratch mine’ kind of trade-off. There will be no much difference. The mentality of the police force should be improved. Corruption has killed the patriotism of these people. The discipline only can survive the moral of the police force. All police officers are not corrupted but people have great impact on their minds and they are persuaded not to accept the reality. more  
I would humbly disagree. Of course the setting up of Independent Police commission should go along with other police reforms , for example - other measures like removing corruption from police recruitment, better salaries for police (perhaps by sharing a big chunk of revenue derived from fines for minor crimes ), better numbers of police force (more number of police per thousand population) etc. But this commission will also go a long way. Present police investigations are a farce because policemen keep supporting others so that their own secrets won't come out. more  
I had a number of times reiterated the need of Independent Policing in India . I fully agree with Sri Staju Jacob's suggestion for formation of " INDEPENDENT POLICE REGULATORY COMMISSION " With centralized powers like our Indian Military Services . This system if adopted all-over Indian Union , there will be the prompt carry and discharge of Law and Order . The failure of Law and Order , Investigation and Vigilance in Police Departments totally handicapped the whole system of Law and Justice as well as the implication of the Articles of our Constitution both in the Directive Principles of Rule and the Equal follow and practice of different Religions which was only subjected to individual belief and worship . No Citizen irrespective of Gender not only in Jail but also every corner of the Country shall be other-wise treated . Of-course , the other issues of Citizen Responsibility and qualities naturally to be dealt applying Equal opportunity and Equal application as far as the treatment to a citizen is concerned . It is 100 percent true and cognizant that the failure in prompt application and execution of Law and Order and Vigilance is only the root cause for diversified option in every Sector , Status and field of operation even in the public administration . This is correct if we memorize the recent issues like Judicial Reforms , what is wrong with Bureaucrats and , the issues of MLA & MP , Business in Parliament Houses etc., HENCE , THERE IS ONLY THE REMEDY THROUGH regulating INDEPENDENT POLICE REGULATORY COMMISSION IN INDIAN UNION which serves the multiple purposes to keep the governance public oriented . more  
Well said. By and large I agree with you. In countries like US, the FBI is quite independent, but here in India even the CBI is dependent totally on the political executive and led by political considerations. In this situation it is important to have an independent police commission which consists of reputed people with impeccable integrity. more  
If it was a cow or bull which was killed all those who felt reverence towards cows would have condemned it and created a big protest. If it was an important breed of dog which was killed perhaps Maneka Gandhi would have instituted an enquiry, if it was a member of a religious minority in India, perhaps some noise might have come from those who belonged to that religion, but alas....a marginalised human being, a convicted female prisoner from majority religious community, one of the hundreds who languish in jails being routinely subjected to inhumane conditions, is no one's cause........ more
