Several ministers of GOI are talking as if they are not part of Delhi
Regular features are vehicular traffic, black autos,trucks etc. Black autos plying in NCR and some parts of Delhi are usually overloaded as plying as mini buses carrying 15 passengers and driver making a total of 16 equal to capacity of most mini buses. These operate on diesel which is mostly banned in public transport and exhaust heavy smoke at increase level due to overloading and may be against sanctioned capacity as permitted by transport authorities of several states.
A substantial amount of vehicular traffic arise for to and fro to airport and railway stations. Delhi has a peculiar system in this respect. Trains originate and terminate at several stations of Delhi mainly Delhi, New Delhi and Anand Vihar and passengers have to travel on an average 30 to 45 Km on each side to catch train. Moreover concentration of train timing creates heavy rush at times leading to traffic jams and creating high level of pollution and concentrated at a place. In view of single airport,vehicles have no alternative but in case of rail some solution to a great extent is possible with cooperation of railway authorities and Delhi government by coordinated efforts and incurring some expenditure within its reach and contribution through out the year on regular basis by reducing the distance by vehicles on road. For this railway is required to spread the starting & destination points for trains originating from Delhi. Most east bound trains start at Anand Vihar, South and west bound from New Delhi & Nizamudin. New delhi and Delhi are central points and others are almost out of main city. More stations like Shakurbasti, Bahadurgarh, Sonepat/ Panipat, Gurgaon be added with haltage at several stations within Delhi to reduce the distance from various places to nearest railway station to catch or terminate passengers journey. Thus reduced traffic on road will decrease considerably and also eliminate jams. Police authorities should be available to solve jams wherever it occurs to smooth the traffic.
Long products movement during day should be banned during Navratras to reduce hindrances on road.
For stubble burning, agriculture universities have made various suggestions and these should be implemented to reduce burning by alternate uses for economic activities and values
Generator sets are a big source of pollution and efforts are required to supply power continuously in Delhi and NCR. Delhi pollution is not a problem to be solved and tackled by Delhi Govt. and governments of UP and Haryana but Central government is also has responsibility as its seat is also located in Delhi and NCR by setting several offices in NCR area due to paucity of space and a large number of its employees are residing in Gurgaon & NOIDA. Several ministers of GOI are talking as if they are not part of Delhi though represent Delhi. It seems they have planned their program in such a way that they remain in other pollution free states like HP and Uttrakhand. more
