Solution for misuse in ticket booking - Inputs Needed

It has been brought to our attention that agents and middlemen are using private email ids to book multiple tickets and re-sell them later.

Multiple restrictions (no. of tickets per user id, per ip address etc) have been put to address this misuse but the problem still continues. Also, some software are being used to manipulate ip addresses by the agents to book multiple tickets.

We would like to seek your inputs on how this can be addressed. Preventing misuse will mean more tickets becoming available for the end consumer directly.

Ticket Message should reach to the travellers mobile by SMS and it should be shown to the TTE. Message should not be a forwarded one. He must show the identity as well. more  
For last four years (approx.) Western Railway is giving information regarding "Waiting List Clearance Position" of some of the main train. Other railway Zone or HQ should follow the idea and should upload the detail of Waiting List Clearance Position. This information is very helpful while booking ticket and will curb corruption in railway. more  
SMS ticketing is real solution, whereas for nomad folk, illeterate persons and persons who do not use mobile phones, tickets must be issued. more  
TTE s are the major blockades for implementation of any reforms or new innovative methods to improve facilities to travelling public. It is evidently proved, they are reporting for duty, with a clear target of earnings out that particular duty. According ly, they act, they demand, they sell the vacant seats without proper receipt. They have their own regular customers on that route. They reserve the vacant seats over phone messages/Calls, ignoring all the rules,regulation or even ethics. So, action is needed to keep watch on their activities and they should be punished mercilessly to change their attitude. The second point is, to withdraw the provision, facility allowing another person in place of the original name on the ticket in the guise of reforms for the welfare of public, as they are mostly useful to bulk bookers and Bogus agents. more  
I don't think you can control ip based - if you restart your router, you will mostly get new IP. One solution could be - limitation through Unique ID Proof. Like TTD seva website, * Passenger registers with IRCTC one UserID with Unique ID Proof & Name combination * System should ensure no duplicate registration with same ID proof. * Put system restrictions on # of bookings per UserID within time period. * Same ID Proof should be verified during journey. With this model, you can contain to some extent. Finally, if your TTEs are inefficient even GOD can't help. They hardly ask for ID proof so what's the use of all these measures?? more
