Citizen Inputs to improve Legal/Judicial system of India
1. More judges should be appointed
2. Number of court holidays should be decreased
3. The case files should be all computerised
4. More authority to be given to lower courts to close cases
5. Cases should be put into different categories and every category should have a time limit in which each case is to be closed
6. More courts should be established in the Block level where family disputes/petty affair of crime/harassment/eve-teasing etc. could be dealt with
7. The police reforms, training and service orientation must be fast tracked and community-police engagement should be developed for better law & order
8. Online filing of FIR should be made possible in all parts of India.
9. Media campaigns should be done to make people aware about the judicial system and its implications
10. A set number of cases should be taken up by the lower courts everyday
11. The liberty of judges to grant dates should be limited to a maximum of 3
12. Judicial categories with sector expertise could be developed so that the cases could be closed quickly (e.g. Company Law Board and National Green Tribunal)
13. The system of appealing in higher courts should be relooked at
14. Time limits should be specified for filing a charge sheet by police
15. Laws must be framed with absolute clarity and should have no room for misinterpretation
16. Lying in the court should attract heavy penalty
17. All Government offices where complainants go should be under CCTV monitoring
18. Every court should have CCTV monitoring with video tapes made of every court proceeding
19. Old laws should be changed/amended according to 21st century
20. Like IAS and IFS, another wing called IIS (Indian Investigation Services) should be established
21. Government should fast track the process of establishing the IJS (India Judicial Services)
22. Some of the retired judges should be allotted responsibility of overseeing the lower courts and help in quick closure of cases
23. Release all under trials who have spent more time in jail than required by the committed crime
24. Amend law to punish all those who lie and change statement and use system to their advantage
25. Lok Adalats should be made standing, regular, full-fledged courts with their procedures being fast, simple and short and aimed primarily at mediation and conciliation
26. Fast speed Courts for females and children related cases will solve a lot of problems
27. Legal advisory should be made freely available for poor/EWS people
28. Lawyers who do not appear in court, on date and in time, should be heavily fined with recurrence leading to disbarment from practice
29. Medical certificates should be accepted only from court-authorised doctors/hospitals
30. False cases being brought to court should be made a non-bailable offence
31. The quasi-judicial authorities and lower judiciary should be made more accountable for their decisions
32. Uniformity or same standards should be followed by all courts/forums for deciding the case (e.g. different High Courts interpret same law differently and award different punishment for the same crime)
33. Departmental representatives/public prosecutors should take their roles seriously as this relax attitude results in delay or judicial process and delivery of justice
34. Civil society should have a role in appointment of judges through Eminent Citizens placed on appointments committee. more
