The professional bills them for consultancy provided. Most of billing mafia are still exist in the market.
No one hired the son/daughter of Govt officials is on payroll of CA company, hiring of any CA company subject to the capability/qualification.
So these are bribes in white money that can even be used to send children of babus abroad for studies or on leisure trips.
