SOME THOUGHTS ON IMPLEMENTATION OF SWACHH MISSION :

WE EXPECTED A LOT FROM THIS INITIATIVE AS IT WAS FIRST OF ITS KIND & SOUNDED BIG AND ACHIEVABLE . MORE PEOPLE HAVE BECOME AWARE OF PLASTIC AND DIRT AND STARTED SEEING AND TALKING ABOUT IT . COULDN'T GO ANY FURTHER .BUT THOSE WHO WERE SEGREGATING THE GARBAGE ARE FEELING HELPLESS , CRESTFALLEN & DEPRESSED.

ALL THE MONEY SPENT ON VIDEOS & PUBLICITY FEEATURING THE CELEBRITIES HAS GONE DOWN THE DRAIN

THE GOVERNMENTS (CENTER & STATES ) FAILED TO MAKE THE CORPORATION / MUNICIPALITY OFFICERS TO WALK DOWN THE STREETS AND ADDRESS THE PROBLEM . THERE ARE NO SIGNS EVEN AFTER 5 YAERS OF HAVING STARTED ANY TANGIBLE INITIATIVE .
WE SEE THE ONE DAY PROGRAMS REPORTED FREQUENTLY IN THE MEDIA & THAT HASN’T TAKEN THE MISSION ANY FAR.
THESE PROGRAMS HAVE ONLY HELPED TO SUSTAIN THEMSELVES AS AUTHORITIES . FIRST MAKE EVERY AUTHORITY TRUE INDIAN AND INVOLVE THEM FOR RESULTS.

INSTEAD THEY EXPLOITED A FEW VOLUNTARY MINDED INDIVIDUALS AND ORGANIZATIONS AND MADE THEM CLEAN THE BEACHES , LAKES , WATER BODIES ; THE OFFICERS & ADMINISTARTORS FLAGGING OF WITH A MEETING AND POSING FOR THE MEDIA.

ANY ONE COULD HAVE SEEN A BIG GAP IN SHARING GOALS BETWEEN OFFICERS AND THE LAST GRADE FIELD WORKERS .

SWACHH BHARAT HAS SUCCEEDE IN ONLY MAKING A BIG HULLABALOO WTH NO RESULTS IN THE FIELD.
ALL THAT MONEY SPENT TO MAKE THE NOICE COULD HAVE BEEN UTILIZED FOR BUYING SUITABLE BINS OF VARIOUS SIZES , COUPLED WITH MAKING ALL THE LOCAL AUTHORITIES INCLUDING I.A.S. OFFICERS TO GO TO THE FIELD AS FAR AS THE SWACHH MISSION IS CONCERNED .

MORE THAN ALL THAT GOVERNMENT COULD HAVE EMPLOYED THE UNEMPLYED GRADUATES TO TAKE THE MESSAGE HEADON TO THE PUBLIC INSTEAD OF COUNTING ON CELEBRRITIES . COULD HAVE AVOIDED ALL THE NOICE ON UNEMPLOYMENT .

GOVERNMENT AFTER GOVERNENT THINK ONLY OF PAYING MORE AND MORE TO THE ONES WHO HAVE PLENTY AND NOT THE ONES WHO HAVE NOTHING . THEY ARE ALSO TALENTED . TAKE EFFORTS TO FIND THEM AMONG THE 1.3 BILLION. WHY DON’T AT LEAST MODI’S GOVERNMENT LOOK AT THE LESS FORTUNATE ONES .

IF THE AUTHORITIES HAVE EXHAUSTED THEIR IDEAS OR ARE SHORT OF STAFF, COME ON , INDUCT PEOPLE FROM THE CIRCLE , THEY ARE GENUINELY INTERESTED IN GIVING A CLEAN INDIA TO THE CITIZENS . ALL OF US ARE PATRIOTIC , WE MAY BE STRONG IN OUR CRITICISM BECAUSE WE ARE FEELING CRESTFALLEN AND DEPRESSED AFTER 5 YEARS OF PATIENT WAITING , AS MENTIONED IN THE FIRST PARA. more

He has pointed out the fact in the ground. Only talk no action. I am watching in my area supposed be cantonment area of Bangalore is not at all swatch. I am tiered and sick of writing so many letters to the municipal commissioner without any result. No decency even to reply to my letters. Now BJP government is in power still no sign of improvement. No sign of community interest nor the Government. BJP think tanks have to look into this seriously before 2nd October date approaches. more  
Many comments have said that it is the joint responsibility of both the authorities nd thecitizens . We always say that the Authorities and the Citizens , placing the authorities first . We are tax payers and as good citizens we have to perform our duty alsso . But the initiative should start from the Authorities as it is their duty . Look at this Video taken at Bangalore City RRailway station . theere are 2 differently coloured Bins for the citizens to segregate the Garbage into Bio degadable and Bio Non degradable . The ciitizens have done their duty of segregation ; look what the garbage collectors are doing . They mix both while taking . What is the purpose of segregation by Citizens ? What does this mean ? The last Grade workers are left to decide . Aren't there any between the last grade worker and the station Manager to check if orders are implemented to the Hilt ? ALL OF US ARE PATRIOTIC , WE MAY BE STRONG IN OUR CRITICISM BECAUSE WE ARE FEELING CRESTFALLEN AND DEPRESSED AFTER 5 YEARS OF PATIENT WAITING . Why do you blame the citizens call the barbaric and so on ? There are other more effective ones where the trash like bottles plastic & food waste are swept out of the Compartment Doors . MAKE AUTHORITIES WORK THESE SMALL ISSUES , ONLY THEN WILL THEY HAVE THE GUTS TO IMPOSE PENALTIES . IF THEY DON'T AND FINE THE CITIZENS , THE COURT WILL PULL THE AUTHORITIES TO THEIR EMBARASSMENT . more

OUR LOCAL BODIES ARE COMPLETELY IGNORANT & IN SILENT MODE ABOUT LOCAL ISSUES SUCH AS ROAD REPAIRING & LIFTING OF GARBAGE FROM THE ASSIGNED POINTS. WHILE YOU GO THROUGH PALLAVPURAM PHASE 1 TO PAC AREA ROADS ARE IN VERY DETERIORATING CONDITIONS. ALONG ROAD SIDE GARBAGE IS DUMPED IN A BULK QUANTITY & STORED BAD SMELL WATER IS VISIBLE ALL AROUND FILED IN THIS AREA. NO AUTHORITY IS WORRIED ABOUT LIFTING GARBAGE & CLEANING THE AREA. more  
Mr Jayakumar Daniels post is perfect and highly valuable except the point one before the last paragraph. In my opinion, the lapse is on the part of IAS officers holding the post of District Collector. Based on my experience, the District Collectors were not submitting budget needs for all activities inclusive of Satch Mission.Instead the Collector try to manage the show with fund provided without demand by the Date Headquarters. Thos is stupid on the part of an IAS officer. The collectors depend on 400 days compulsory employment fund provided by Central Govt, on completion the activity dies. This is the affair happening in Tamilnadu as per my experience and that should be alike in several other states too. It is clear the district co;;ectors yet to understand their responsibilites. Collectors postman attitude in administration ruined the administration over decades, hard actions like withdrawing perks during service and on retirement alone can make entire staff attitude from just a babu to action staff, from IAS to bottom line. Once the district collector realise responsibility and submit budget for the district, inclusive of addl staff recruitment etc, there is value. Forcing addl staff into existing sleeping irresponsible administrative staff will furthe worsen the situation. Needed actions are 1. Make the collectors to submit yearly budget 2. Addl staff if neede recruit with an undewrtaking stating perks if ant peovided will be withdrawn anytime based on performance 3 Each employee shound get into NPS by paying monthly installment from their salary if they opt for it. Else, no free state pension from tax payers money 4. District collector should provide proof on implementation of the Swatch program every mpnth with rest of the reports. Failure should be treated on par to 3 above Note: Make IAS officers awake in the district, state and central secretariates. If done, things will work, else no resuly whatever the country spend. The expenditure towards celebirity is due slleping administration, nothing else. Hammer the administration and things will work. more  
Mr Jayakumar has rightly and categorically pointed out the shortcomings and lacunae surfaced during last over 5 years in the implementation and compliance of the "Pilot Project of Swachh Bharat Mission", which could even be called a "dream project" being the first of the kind in independent India. Prior to this, being Indian, we & our next generation people had never even dreamt of the nation becoming clean giving a scope for us to borne and die in cleanliness. While I agree with Mr Jayakumar that the scheme did not progress as it was aught to be during this period, it must be acknowledged that the Mission has made a difference in our society even if it is in a trifling way. Improvements are clearly visible in different areas. In fact the success of missions like Swachh Bharat depends on various factors like whole hearted participation of our society as well as individuals. It would be a herculean task for the government and administration alone to bring a radical change in our life style and habits in a short span of 5 years or so when we had even never talked of on the issue before and the habit of living in dirt had deep rooted during last 70 years or so. The government has its limitation in imposing rigid rules on people to bring a change in their deep rooted life style overnight and instead, has to step cautiously with patience to reverse it. More over, the situation has further aggravated because of large scale corruptions at all levels, apathy in those responsible to implement the government schemes and so on and so forth. Considering all those factors, getting of the desired results in the mission may take another one or two terms of five years making us waiting to live in a "Swachh Bharat" in real sense. more
