South Delhi Municipal Corporation Notice on Fine for Dog Owner - Fine for Poop

I am sure there would be many in this circle who are dog lovers and have pet/s at home. Recently a notification last month end by South Delhi Municipal Corporation warning Dog lovers on littering and Fine imposition reflects either the Corporation staff and Commissioner are blind or they are targeting avenues through which they can generate revenue. Most pet owners(including myself) take care that our pet does not litter on the road or platform and my pet is trained in potty in dusty areas which it the scoops dust just as a cat does to cover it. However that is besides the point. These Corporation staff and commissioners are perhaps blind to the fact that through Maneka Gandhi and her Pet Lover NGO: People for Animals - several dogs are released in Societies and Government Campuses and Residential Areas. It is these strays which litter on the road and the blame is passed on pet owners. In our campus in NCERT a notice was released and pasted on each residential block about Fine imposition for littering but higher officials would neither dare remove stray nor make any mention of their menace. Besides littering, these strays have now formed groups and engage in battle for turf and are a nuisance when they howl and growl throughout the night.The officials as also the Government officials do not hear it as they never know the ground situation and are comfortable in the confines of their bungalows. In our campus alone on daily basis the litter of about 30-40 groups of dogs would be around 3-5 kgs approx. Perhaps we need to send the consignment to Municipal Commissioner and Maneka Gandhi's residence to wake them up. more

I dont agree. Owners of dogs in India dont feel sense of responsility to keep city clean. I hav personally seen this. In US I hav seen owners carrying black plastic bags to lift dogs potty. We only believe blaming others than doing our own duty first. Of course, stray dogs should be taken care by SMDC. more

Mr Stephen is right in pointing out about stray dog menace everywhere. You won't find any stray animal in countries abroad because governments do have solid policies to curb this menace. And my these views are expressed as a RWA member too. We struggle day in day out to keep them under control and somehow protect children if our colony safe but yes this is hell if a task and thanks to animal activists who can only give sermons but can't suggest any feasible solution. more  
Two Disagreements and One agreement from a RWA member. I do agree with Thukral sir or self discipline which is lacking however perhaps there is need for Individual pet owners to join hands with Safai Karamchaari's in reducing the load on them by participating and doing their bit in cleaning the poop of their pet. However here is also a point: In most RWA's there are Plastic Bins where people put their daily garbage and now we have Blue & Green coded bins for dry and wet garbage. Garbage collection in our campus is done by a Private Contractor who segregates it once in a month from the dump at one remote corner of the campus. However he does not take kindly to the idea of shifting through dog poop if it is thrown into the bin either blue or green as he has to shift through both manually. So in all possibilities for dog poop some special collection bin which is perhaps mechanically cleared needs to be installed. It is good to comment on Western Country but we have to see the disposal part too.
As for our RWA Gen.Secretary, I am sure I may have touched a raw nerve but rather than sending any Pics on WA, I would invite him to have a first hand experience with strays if he should care to come out of his comfort zone. I can personally assure and see to it that he is not chased or bitten by any of the 30-40 strays in our campus. Even strays due to staying in educational campus are a bit civilized. :) But who can control nature's call? even if it were for the canines. more  
MR.R.N.STEPHEN. IT IS A MATTER OF PERCEPTION. YOU ARE VIEWING THIS POLICY AS MEASURE OF RESOURCE GENERATION OF SDMC. IT IS A WELCOME MEASURE FOR US BECAUSE PEOPLE HOW SO EVER EDUCATED AND CALLING THEMSELVES BELONGING TO HIGH STRATA OF SOCIETY, WOULD HARDLY CARE TO BOTHER ABOUT THEIR PET DOGS LITTERING THE ROADS/STREETS WITH THEIR POOP. THEY MAY BE BOASTING OF THEIR FOREIGN TRIPS AND VERY CLEAN ROADS THERE , BUT WOULD NOT IMBIBE THE CLEAN HABITS. A MATER OF SHAME. WE ARE VERY APT TO PREACH BUT VERY POOR TO PRACTICE. more  
Dear Mr Bansal, whatever is said about foreign countries is right not because of people over there are more sensitive than us but only because of facilities provided by the governments there. For example every road and every colony has separate bins to throw poop of their dogs at not more than 6 foot ahead which are regularly cleaned by their sweepers. In India the government sweepers doesn't even sweeps the road for normal dust, dry leaves and so on how can we expect them to clean these poop bins regularly. Yes like me there are people who ensure our dogs poo in the dusty areas which dies not stink and gets converted in natural manure for nature. more
