I am not sure if you got the answer to your question from 10 posts of Mr. Sreekumaran Ganga Narayan. BIS has committees consisting of BIS Members, Scientists, Technocrats, Industrialists, Institutions such as IITs etc. These committees meet regularly and discuss any change, amendment and development of a new standard after the application is received as described by Mr. Sreekumaran Ganga Narayan. Sometimes, the wait is longer then expected before the committee could arrive to a conclusion. Disheartening? There is a simpler solution also. If any standard of the product exists in ASTM of BS, buy an official copy, submit to BIS. BIS will adopt it in its entirety and accordingly BIS will amend its existing standard or develop a new standard if it did not exist earlier. Simple. Isn't it? Now your question, how does a standard works. All manufacturers are supposed to maintain standards in-house, for both incoming RMs for their testing and outgoing finished products for benefit of buyer. The manufacturer follows such necessary standards is certified by organizations such as ISO. I agree with remarks of Mr. Niranjan Nanavaty that India was pioneer and founder member for developing standards in pre-independence era. But ASTM and BS have surpassed BIS (or formerly ISI) by far. more
Indian Standards are formulated in a transparent manner through a consensus process by the Technical Committees comprising of experts from all concerned areas such as Consumers, Producers/ Manufacturers, R&D Centres, NGOs, Regulatory Bodies etc.  The Bureau has published over 18000 standards so far. more
A total of 83 Indian Standards are under mandatory Certification of BIS through various regulations, i. e, it is mandatory for these products to carry BIS mark, both for domestic production as well for imported products.  Out of these 83 Indian standards 12 are on food products. more
FORMULATION PROCESS  Finalization of Draft Standard  Processing and approval of finalized document  Printed standard  Gazette notification of standard  Publicity/seminars & conferences  Review of standard (every 5 years)  Amendment / revision / withdrawal of standard more
