You seem to want to open just an office. Just register yourself with your Central Secretariate, needs some payment, photographs of "office", ownership document copies (or NOC from owner), PAN number, and you are on! Very easy, compared to grappling with GST & multiple returns, rejections, frustration. more

There is no bar on running a start-up from your residence .... as long as the activity / process is permissible in residential areas at the scale of activity performed .... especially where the premises are owned by you ... As a tenant, the restrictions on activity may be placed by the landlord. The legal framework operates on listing NOT Permitted activities ... anything not specifically barred is permitted. more
