State Govts have formed committees to assist MSMEs in respective districts with DM as ex-officio chairman under RBI guidelines. As per guidlines even banks are members of the committee.
However, as with other govt set up agencies these committees act only to bully already harassed MSMEs. In fact they sort of legalise the arbitrary violations of various govt agencies. The courts refuse to take any action on the complaint of MSME, stating that even the committees have not supported the MSME.
With all the hype created by PM's "make in India" scheme nothing is being achieved simply because the executive is simply not falling in line. In our great nation executive has the last say in everything, and they are least interested in progress of the nation. more

If we have strong will to create industries and jobs, we should ask everyone department to realise the goal, whether it is the executive, judiciary or banks. Crate these conditions and try to look at the problems in a holistic manner. I have to say that the committees should have a participation of 50% from industry (MSMEs and Corporations). more
Mr. Garg, you are absolute right. the executives which are appointed for the development of the nation, are truly "inoperative" due to negative set of mind and corruption. this attitude is harming development of this country badly. more
The problem is that the officials do not act in tandem with PM Modiji's approach to remake India. It is this area the PM must focus if the fruits of his vision are to be delivered to the common man otherwise all government statements end up as mere rhetoric. more
In fact trade associations can play a vital role as they are also members of these committees, but the office bearers of these associations are too overawed by the presence of high govt officials and therefore remain just mute spectators. I feel NGOs such as Human Rights who can put up their views freely and frankly should be involved in such committees. more
Nothing better can be expected from these committees. They are programmed like this over decades. Give them any position of 'power' and see the change in their attitudes. This effectively has become the culture in our country. Only way one can expect anything from such committees is to have someone 'with a say' help you getting heard. more
