State Minister to head Urban Affairs and Housing

Smart Cities and Swachh Bharat and Housing for all are supposedly landmark projects of the Government.

However all major officials starting from Mr. Naidu have been moved from this ministry.
It has also been merged with housing Ministry
Now a minister of state level has been assigned charge of it.

Municipal commissioners in many cities and their staff are already engaging in corrupt practices.

Citizen partnership and engagement has been largely limited to this circle which I guess influences national policy. However local municipal officials are totally disengaged with their city communty because they fear transparency and accountability.

Mr. Modi needs to think this through if he intends to deliver even 1 swachh city or 1 smart city. more

Municipalities is a state subject and PM Mr. Modi cannot do anything except setup smart city ranking to create competitive environment. Us being the citizens have to take active role in getting the municipal authorities to become transparent more

I agree. It is necessary to influence activity at the grass root level of Governance i.e. Municipality, Panchayat Samiti, Block Dev. and Corporations of various cities. More people can be involved and sum total of effective work at numerous locations would be sizeable and shall affect large populationto have confidence in working of the Govt. RYK. Heading the ministry by a full fledged cabinet minister or a Dy. minister will have little effect on its performance, if at all it wants to perform and deliver. This is an unfounded fear unnecessarily being raised at its initial stage itself. As per our federal structure, final delivery is being effected through the municipalities and some departments of the state governments and various schemes and missions are given the shapes of material substances. Though the municipal corporations have their duly elected bodies headed by a Mayor and the government departments are headed by senior administrators, these institutions have become the centres of corruptions, apathy, biased and anarchy. The state governments have utterly failed to exercise their desired control over these institutions & power-centric departments and all the mess have occured. more
