State of Defence - Inputs on Root Causes

Dear Friends:

Below are some of the key issues as identified by you with the state of Defence sector in India.

Please review them and help identify Root Causes for some of these Issues.

Once we know the Root Causes, we will work through a separate post and review Solutions and put a whitepaper together for submission to the Defence Minister and other related Government Ministries.

Defence Sector - Key Issues

1. Dependency on defence imports is very high
2. Production of defence equipment in our country is very little
3. Defence bodies are spending more but achieving less
4. Many scams take place under the name of defence deals
5. The procurement, purchasing & payment release processes are not transparent
6. Defence vehicle factories are very inefficient
7. DRDO does not deliver what is expected out of it
8. Progress of DRDO has been very slow
9. Deadline to complete defence projects are never achieved
10. Private companies are not allowed to enter the defence sector
11. Fencing along the border is easily infiltrated
12. Armed forces still uses outdated weapons
13. There is too much political encroachment in defence matters
14. Middle men flourish in defence deals
15. Defence Recruitment process is corrupted
16. Quality of talent inducted into defence forces is not great
17. Bureaucrats in order to prove their supremacy, create hurdles in defence preparedness more

Take the war to the waters..There is a huge coast line along the western border of India....Assuming the govt plans to create a Naval base every 200 kms with possibility of small ships equipped with missiles,the job is done....We have missiles capable of being launched from canisters...Such missiles could be placed on small ships which could be used to fire in Pakistan territory...Now pakistan will require to fire missiles at small ships to destroy them...This means a lot of Pakistan arsenal would be lost if they have to counter such ships firing agni2/3....Civilian casualties could be reduced to a great extent more

Sir about one Rank one pension,everything regarding policy making,only officers are involved and they get away with handsome amount and leave meagre amount for JAWANS,the difference between officers and Jawans should be kept minimum possible. more  
We must be more indigeneous and not allow leaders to cheat people's hardearned money paid by taxes in scams and deals meant to satisfy their personal worth.Defence deals must be properly scanned and there must be a fast paced process to clear them after thoroughly reviewing them.Defence equipments which are urgent like unmanned UAVs or submarines must be approved ASAP.Unless we go fast faced on buying defence equipment our neighbours like Pakistan will go ahead of us by tying up with China.We must also cater to Naxalites,Maoists threats and take help from other countries to nullify them.Unless states are free of terror,business cannot thrive there and no body will invest in those states. more
