Last month, the BJP leader was also caught on video, purportedly cautioning her aides not to speak about a cracker packaging unit where 17 labourers died, because its licence was with the civic body. She had denied the allegation and termed the video fake.
This time, she has been accused of charging a 10% cut in clearing tenders worth crores of rupees. L-G Anil Baijal's office had received a complaint, dated 29 December 2017, from a Supreme Court lawyer against Aggarwal and forwarded it to the CVO, asking the department to "examine the contents of the letter."
Aggarwal denied the allegation and said, "I am not aware of any such complaint or allegations. My working is transparent.
I have no role in tendering or any such process involving costs, as they pertain strictly to the administrative wing and is finalised unanimously in the House by the Standing Committee."
The L-G office confirmed that the complaint has been sent to the corporation's Commissioner and the Vigilance Department to "verify the facts". Sources in the Vigilance Department said that an inquiry has been initiated.
"During the open auction of a big plot in Shiva Market, which was auctioned for Rs 67 crore, she took 10% as her charge to clear it," says the letter that contains a series of allegations.
The complainant also alleged that she kept an LED installation project, worth Rs 130 crore given to electrical equipment firm Havells, pending and cleared it only after charging a 10% cut.
The corporation's building department is not allowed to function, as builders pay her money and she does not allow any action against unauthorised constructions unless in cases of court-monitored actions, the letter alleges.
Commercial properties in Chandni Chowk (City Zone), Pusa Road (Karol Bagh zone), Burari (Civil Lines Zone) and Keshavpuram are being constructed with her "active connivance", the letter alleges.
It also alleges tender documents were changed at her behest, and a complaint has been filed with the Delhi Police's Economic Offences Wing (EOW). The letter claims that the Mayor also charges money for medicines bought for the Corporation's hospitals. The corporation has six major hospitals under it.
