State Pollution Boards - Inputs on Root Causes

Below are the key issues as identified by you with the State Pollution Control Boards in India. Kindly review and share key root causes for them. Once we understand them, we will have a seperate discussion on solutions that must be implemented to reform them. This is critical for effective implementation of Swachh Bharat Mission.

Issues with State Pollution Control Boards

1. There is a very high degree of lethargy and inefficiency in state pollution control boards
2. Many complaints go unanswered
3. If businesses, citizens go with good ideas, there is no one to hear/accept
4. State Pollution Control Boards are almost non-functional on the ground
5. Pollution data is not made available to the public
6. They accept bribes from the industries and let them play with rules
7. Effective pollution control steps are not taken by SPCB
8. There are many areas within the city where the SPCB never visit at all
9. Policies made by SPCB are rhetoric in nature
10. The monitoring of the effectiveness of the policies is very weak
11. SPCB is an extremely powerful agency but with zero accountability
12. The SPCB's have no calibrated equipment and lack the will to enforce their own guidelines. more
