States holding BH registration of vehicles

Ministry of roads had issued detailed guideline in the year 2022 for implementation of registration of vehicles under BH series. This step was a revolutionary step to reduce the hardships faced by the salaried class who are prone to transfer posting during their service. The option to register vehicles in BH series was offered for both Central Government employees as well as Private sector employees with some terms and conditions. Even after multiple requests, notices by Central Government, states are not keen in implementation of this scheme. As on date only 28 states have implemented this scheme as per Government records, however on-ground less than 28 states are issuing registration number with BH, in spite of fulfilling all criteria by the applicants. Local RTOs are not accepting the application or rejecting the application without assigning any reason. On the other hand, local traffic police is issuing challan for vehicles registered outside state, in the states where BH registrations have not been implemented by the RTO. This is harassment by the state governments by not implementing the policies beneficial to the public and penalizing without any offense. more

This is good policy in which road tax is not calculated on GST where as states are charging tax on tax more  
This needs to be implemented with certain modifications. All Private 4 wheelers must be allotted BH series . this will alleviate /eliminate whims of RTOs. more
