We can introduce a single window tax system, wherein the manufacturers, employers, employees, traders, and others can pay their respective tax at this window & thereafter no other taxation, like, income tax, sales tax, service tax and other taxes as well. This system can surely curb generation of black money. 2. We must make property's tax free, no property tax, & for registering the properties a minimum fee should be charged. This way the property rates can surely come down & more people can have their dream home as per one's budget. 3.Simple & short steps in rules for small, medium, & large industry start ups. We must encourage more SME. This way we can increase the employee intake. Let us see as to how & when Sh.Modi & his Ministers implement such rules. Wishing Sh.Modi Ji best. more
A few more important aspects : 1) All laws must be clearly defined so that civil matters cannot be easily converted to criminal charges. A case in point is that of the Chairman ( or was it CEO ) of Samsung. Such matters can lead to a lot of misuse and completely shatter the image of India as a destination 2) The first task which is absolutely necessary is to scrutinise the ordinations/ notifications made by the previous government ( specially the revenue departments ) over the last six months ( atleast 3 months ). Infact starting from the period around the budget. A lot of these would need to be rescinded as they will be totally contrary to growth. 3) As a precursor to GST, all entry barriers of merchandise like Form T 2 for Delhi or UP, or entry forms of merchandise into Rajasthan, etc etc..should be abolished by the centre ( and not leave that a state subject at all . 4) Ease of doing business is that the investor has to obtain good returns. Many legal issues restrict this. This should be examined 5) Competetion should be encouraged in all fields and competetion as a mantra of delivery of a standard to society should be adopted more
There could be several steps that would result in ease of doing business: 1) Simplifying all related laws like Income Tax, VAT , Excise, etc. No ordinary person can understand these laws and the need is to make them clear without each section referring to many other sections and sub sections. Many times the same issues are mentioned under different sections and with different meanings. Classifications of products for VAT and for Excise should be very clear specially if a final product has more than one component. 2) Entry forms into states like T@ or Form 38 only cause harrasment and no benefit to Revenue. I can not understand why these are introduced . 3) There should be a single window for regulatory clearances for all Revenue departments wheather they are state or Central laws 4) Labour Laws need to be simplified and very clearly stated. Different laws like factory Act, ESI, Proovident Fund, gratuity, Bonus should all be handled by one department and synchronised. The provisions relating to job workers should be clearly defined. The employment of temporary Labour clarified. Exit policies should be simplified and retrenchment policies should be clearly stated. Contract labour laws should be consolidated under one law alongwith the above. Quick reference manuals should be prepared for all such laws. 5) Determinations over the past years should be examined and should become an integral part of the schedules and not seperately classified. 6) Licensing norms should be single window 7) The rules regarding accidents at ork should be clearly defined 8) Some infringements are civil matters and some criminal. These should be clearly demarcated and defined in a very clear and defined manner 9) GST should come in soon but care should be taken that it is a simple law and not becomes complicated over a period of time. 10) Multi layer inspectorates should be abolished , ofcourse with a recourse to the entrepreneurs to appeal in a time bound manner with no justifications allowed to the authorities to delay results 11) Discretionary powers should, as far as possible, be eliminated by clear, well defined laws and rules. 12) I can list out hundreds of anomalies in laws that affect our day to day functioning. But that needs several pages of write ups. Thus each law should be examined and rewritten rather than ammedment. Similar any future ammendments should not come as aneexures but be a part of the main law or schedule. In other words simplify simplify simplify !!!!!! more
