Suggestion to improve the look of Railway Station
Dear Sir,
Space for advertisement displays at different areas like Platforms, Concourse Area, and Circulating Area are contracted out through tenders by the Railways. Normally these contracts are for a period of three years. The procedure is:
First the tender is floated and tenders are invited, normally after the previous tender expired. This process takes approximately more than a month.
Then the tenders are opened, and award of contract issued to the successful contractor. This process takes another month or so normally.
As per the letter of award of contract, the contractor has to submit a site plan (lay out showing the locations where he wants to put up the advertisement displays and their sizes) and apply for electrical connection for illuminating the displays. This process normally takes another one and half months or more.
As per the award of contract the contractor has to commence the contract within 45 days from the date of issue of award letter, or 30 days from date of executing of the agreement, or the date of first advertisement display. This again takes another month.
In all approximately 5 months are wasted after expiry of the previous tender with no revenue earning for the railways during the transition period.
To avoid the delays caused due to the procedures, we give below a suggestion for your scrutiny and implementation if you find it useful. By implementing the suggestion we feel that Railways will benefit with the following advantages:
Our suggestion is first of all to identify where the boards are to be installed in different categories like Hoardings, Glow Sign Boards wall mounted single sided, hanging type double sided and, hanging cubes having four sides, cubes on pillars etc., Then standardize them category-wise so that there will be uniform sizes in each category. Install them permanently along with proper electricity connections so that it becomes Railways property and contract out only the display rights on them. After deciding the locations and the sizes, let the contractor create this infrastructure by initially funding it, and then the same may be reimbursed from the license fee payable, so that it becomes Railways property for ever. The contractor will do the running maintenance of these and at the expiry of contract will hand over these to Railway in running condition If implemented this will have the following benefits:
1. Wastage of time due to lengthy procedures will be eliminated and continuity in revenue earning will be maintained.
2. Symmetry will be maintained and Bill Boards/glow sign boards will have a uniform look in all the Railway Stations
3. More advertisement space will be created, resulting more revenue earning.
4. Beauty of the Railway Station is maintained.
5. There is no need for a site plan approval process every time after the tender.
6. There is no need for frequent electrical connection changes.
7. Easy maintenance because these are permanently placed at specified locations.
8. No frequent removal and installation of Bill Boards/Glow Sign Boards.
9. This Layout becomes a master plan and helps the Railways for all future tenders.
10. Contractors will quote a better bid rate since infrastructure already exists and need not spend money for creating the infrastructure.
Some of the reasons which are spoiling the look of the Railway Station, Platforms and surrounding areas are given below:
It is observed that different locations at the Railway Stations are tendered out on piece-meal basis i.e. separate tender for Circulating Area, platforms, concourse area, etc., This results in different areas going to different agencies whoever bid higher rate. Every agency has their choice of display areas and sizes of bill boards as per their site plans approved by Railway Authorities. This leads to haphazardly placed displays all over the platforms and station premises and uniformity is not maintained.
It is also observed that the walls of the waiting halls and other areas facing the platforms are damaged while removing foundations of the Bill Boards/Glow Sign Boards by the agency after expiry of the contract every time. Also the painting on the walls from where bill boards are removed is of different shade, which gives a very shabby and ugly look to the premises. This is not the fault of the contractor who had the sole advertisement rights. This is because after installation of the glow sign boards, periodical white washing and painting is done on the walls, but not behind the glow sign boards existed, thus while removing the boards the shabby old painting behind them stands exposed giving an ugly look. Apart from this whenever the contractor changes, the electricity connections are removed and reconnected at the start of the next contract, necessitating rerouting the wiring according to the needs of the contractors. Railway Station and the surrounding areas are places where there is access to the public including dignitaries and International Tourists. The shabby looks of the Railway Stations will give a negative impression on the minds of the people who had witnessed this ugly look. This will happen every time the advertisement contractor changes after expiry of the contract period (i.e. normally every three years).
Similar is the case with Hoardings in the Circulating Area. These hoardings are erected at different places haphazardly by the contractor. He prepares the hoardings to suit his needs and the total allotted advertisement space and they are placed at different locations as per the site plan prepared by him and approved by Railway Authorities. Naturally these will have different sizes and uniformity is not maintained resulting into a crumbled look. Here too these hoarding structures are uprooted by the contractor once the period of contract expires leaving the floor damaged giving an ugly look. The next contractor will erect another hoarding according to his site plan approved by you. This process goes on every time in three years.
You will definitely agree that if my suggestion is implemented, it will give a great look to the Railway Station as a whole and the dignity of the Station will enhance in the minds of commuters. more
