Suggestions for implementing 10%

Today, all one has to do to get a job or seat in an educational institution or get other welfare (free) measures is by producing a certificate either notarized or signed by an IAS officer. It is anybody's guess as to how this works.
Now, that we have the 10% quota for poor, let us see how this can be implemented (this is the only criteria, no others like caste, creed etc.)
- There are a defined set of parameters for being considered as poor - one set for education and one set for jobs.
- There is a central registry which has the details of those who want to be considered as poor.
- anyone can register in this registry by providing their details.
- individuals, corporates, businesses, civic agencies, contractors can identify and help their employees/contractors to register. For those who are on their own and want assistance, the local MLA/Corporator should own the responsibility of registering them.
- Every registered person is given a card (probably the BPL card)
- When anyone wants to avail of the benefits, they submit their latest details of income, employment, assets, family background etc. to the registry.
- Registry verifies if the parameters are met. If met, then a person from the Registry does a physical verification (like the police verification for passport) of the details. The verification details are entered along with the person who did the verification.
- Based on the above, the person is put in the quota, for that particular need/application.
- if, any point in time, it is found that the information provided is fake, then the verifier and the beneficiary are penalised heavily and barred from applying for any more benefits.

This ensures that there is no blanket cheque for a person to avail of the benefits (it is need based, at that point in time) and there is no history which needs to be looked at.

What about farmers? They do not pay income tax and hence, they do not file IT returns. How do you know what is their gross annual income? Second, when government says criteria of gross annual income of the family, then how do you define family? Third, if the reservation is availed by one child, will it also be applicable for other children. Fourth, if one generation has utilised reservation and by next generation, there is no adjustment for inflation of the cutoff, will they lose reservation? There are so many doubts. The government has passed the bill in 3 days. Very good. State governments say that they are going to implement immediately. Very good. But where is the database to implements. Second, why is it that the government has not released the criteria officially and how they are going to implement it? Whatever is being published in media is only rumours. No one seems to know the exact details. Then, what was there in the actual bill is the question. If there was no criteria or database or methodology of implementation, then how will they carry it out? This whole thing is becoming again like AYUSHMAAN BHARAT. more  
There should be NO REASONS for any reservations. These must be abolished. more  
Educational Provision, and Subsidies, Scholarships ; Self Employment Loans, Cottage, Farming and Small Scale Industries Loans to be mandated in General. more  
Ceiling for Income tax is Rs.2.5 Lacs, where as for this 10 Percent Reservation is Rs.8.00 Lacs. Where is the Justification. The IT Ceiling must also be increased to Rs.8.00 Lacs. Think Other Members too will opine like this.... more  
If wards of any household are registered in Basic Primary School for education be considered only initially more
