SUGGESTIONS TO TAMIL NADU GOVERNMENTON
LOCKDOWN APPROACH IN MAY,2020
As the Prime Minister has lucidly stated , the government needs totake optimum decision, keeping the focuson lives and livelihood, while tackling the COVID19 crisis.Lockdown implementation in Tamil Nadu:
Tamil Nadu government has implemented the lockdown measures in the state at thehighest efficiency level possible and by and large, people have cooperated withthe government. The essence of the lockdown measure sofar is to enforce social distancing.
Awareness amongst the people about the need for maintaining social distance has spread all over Tamil Nadu , though some indifferent people are not observing the procedure. Theyare being warned and punished by the government, which is as it should be.
It looks the social distancing cannot be improved further beyond the present level in future.
No need for alarm :
Even during thelockdown period in Tamil Nadu, agricultural operations, procurement of grains and movement of essential and non essential goods have been permitted.Units producing products required for fighting against Corona virus such as sanitisers detergents,linear Alkyl Benzenes ( raw material fordetergents) etc. have been permitted tooperate.
With such operations continuing and even with partial lockdown , the overall scenario is well under control.
According to the official bulletin, till date, 94781 samples have been taken . Among them, only 1937 persons tested positive and other samples tested negative. While number of personshave been admitted in the hospitals, death rate has been less than 25 in the state and several patients haverecovered. The recovery number is likely to increase further.
Obviously, situation isnot alarming, even with such partial lockdown in force for over 40 days.What measuressuggested for May,2020 ?
While various measures to prevent people from crowding such as closure of cinema theatres , , tasmac shops , ban on publicmeetings, closure of schools and colleges etc. have to continue during theentire month of May, the economic activity has to be resumed to theextent possible.
The resumption of economic activity is necessary not only to protect the economy of the state but also to prevent people from becoming restive due to joblessness etc.
1. Let all grocery shops and other shops as stationeries etc. beallowed to function with maximum ofseven staff members including the owner.
2. Let all workshops includingautomobile workshops, services centres be allowed to function with maximum offifteen members.
3. In the case of IT companies, let allIT companies function with maximum of 50% staff.
4. Let all commercial and other officesallowed to operate with maximum of 50% staff.
5. Let all factories reopen with 50% staff and labour.
6. Let the road transport and railwaysremain suspended. However, let two wheelers without pillion rider and taxis /private cars with maximum of three persons including the driver be permitted toply , whatever may be the size of the vehicle.
7. Let other activities already permitted underlockdown period continue.
8. In the pursuit of all the aboveactivities , let social distancing be insisted and any violation be punished.
Options to reexamine the policy :After implementation of the above measures from 1st May,2020 , on 20th May, let the situation bereviewed and corrective measures initiated.
Prognosis :
As stated earlier, the essence of the lockdown policy is to prevent crowding and human to human contact. In all the aboveactivities suggested for permission, crowding can be well avoided and the objectives of the lockdown would be achieved.
