SUGGESTIONS TO TAMIL NADU GOVERNMENT ON  LOCKDOWN APPROACH IN  MAY,2020 

Based on careful study of the present lockdown and economic scenario in Tamil Nadu,,we have submitted the following suggestion to Tamil Nadu Chief Minister for lockdown approach in May,2020.

SUGGESTIONS TO TAMIL NADU GOVERNMENTON 
LOCKDOWN APPROACH IN  MAY,2020 

As the Prime Minister  has lucidly stated , the government needs totake optimum decision,  keeping the focuson lives and livelihood, while tackling the COVID19 crisis.Lockdown implementation in Tamil Nadu:

Tamil Nadu government   has implemented  the lockdown measures in the state at thehighest efficiency level possible and by and large, people have cooperated withthe government. The essence of the lockdown measure sofar is to enforce social distancing.

Awareness amongst the people about the need for maintaining social distance has spread all over Tamil Nadu , though some indifferent  people are not observing the procedure. Theyare being warned and punished by the government, which is as it should be. 

It looks the social distancing cannot be improved further beyond the present level in future.

No need for alarm :

Even during thelockdown period in Tamil Nadu, agricultural operations, procurement of grains  and movement of  essential and non essential goods have been permitted.Units producing products  required for fighting against Corona virus such as sanitisers detergents,linear Alkyl Benzenes ( raw material fordetergents)  etc. have been permitted tooperate.

With such operations continuing and even with partial lockdown ,  the overall scenario  is well under control.

According to the official bulletin, till date, 94781 samples have been taken . Among them, only  1937 persons  tested positive  and other samples tested negative. While number of personshave been admitted in the hospitals, death rate has been less than 25 in the state and several  patients haverecovered. The recovery number is likely to increase further.

Obviously, situation isnot alarming, even with such partial lockdown in force for over 40 days.What measuressuggested for May,2020 ?

While  various measures to prevent people from crowding such as closure of cinema theatres , , tasmac shops , ban on publicmeetings, closure of schools and colleges etc. have to continue during theentire month of May, the economic activity has to be resumed  to  theextent possible.   

The resumption of economic activity is necessary not only to protect the economy of the state but also to prevent people from becoming restive due to joblessness etc.

1.    Let all grocery shops  and other shops as stationeries etc. beallowed to function  with maximum ofseven staff members including the owner.

2.    Let all workshops includingautomobile workshops, services centres be allowed to function with maximum offifteen members.

3.    In the case of IT companies, let allIT companies function with maximum of 50% staff.

4.    Let all commercial and other officesallowed to operate with maximum of 50% staff.

5.    Let all factories reopen  with 50% staff and labour.

6.    Let the road transport and railwaysremain suspended. However, let two wheelers without pillion rider and taxis /private cars with maximum of three persons including the driver be permitted toply , whatever may be the size of the vehicle.
7.     Let other activities already permitted underlockdown period continue.

8.    In the pursuit of all the aboveactivities , let social distancing be insisted and any violation be punished.    

Options to reexamine the policy :After implementation of the above measures from 1st May,2020 ,  on 20th May, let the situation bereviewed and corrective measures initiated.

Prognosis :

As stated earlier, the essence of the lockdown policy is to prevent crowding and human to human contact. In all the aboveactivities suggested for permission, crowding can be well avoided and the objectives of the lockdown would be achieved.

The suggestions appears to be workable and will lead to some activities to generate wages/salary and in the bargain productions at some level. People caught and not following will be strictly dealt with and in fact be self quarantine at a very distance location. The things will go smoothly. more  
# Factories & Big establishments may be provided with charted buses from STC for ferrying employees; # Every establishment must have screening facility at their entry & exit points ; # For casual labours, the factories must make enough arrangements for their food & stay near the premises itself. # Shopping complexes, Market places, Theatres, Stadiums, Clubs, Beauty Parlours(with more than two seats) shall remain closed until situations improved to green category ; # TASMAC shops shall remain closed and the Govt. shall make arrangement for door delivery against online orders. (even govt. if wishes so, may supply FREE to its 'targeted social sector') Let's JOIN together by HEARTS while SEPARATED @ HANDS to fight this CoViD-19 war . more

Here it is ridiculous in government point of view, whom they have penalised every citizen without considering the public's wellbeing. With elected governance, any one can make policies and enforcement but is that enforcements are safe guarded every public? Certainly not...Let us drop down, how this lock down failed !!! 1. Unprecedented lockdown announced with no prior alert or preparation either by central or state is proven unprofessional having no code of ethics. 2. When lockdown announced, have they made any provision to all common man? only tantamount of panic prevailed that accelerated more public gathering with social distancing as intended. 3. When we all contained, have we received any sort of financial assistance except that Rs.1000 that everyone reckoned as one banana to elephant. 4. When RBI announced EMI moratoriums with no interest penalty, is that financial institutions respected our RBI or Government enforcement?? 5. Here the word of "LOCKDOWN" or IPC 144 shall be removed from the dictionary, because everyone allowed from morning 6.00 AM to 2.00 PM for so called essential shoppings. 6. If government made all the necessary assistance of commodities (provisions, vegetables, milk and other essentials) at every family's doorstep, why they should made relaxed lockdown in which they have failed 100% thus the continual development of COVID 19 in nook and corner is evidenced 7. Because of our partial government, they have allowed all many corporates and private companies to operate from the day of lock down (MRF, Aachi Masala, TVS and manufacturing units) in the name of maintenance is proven biased. All those companies were engaged their employees forcibly with no sort of basic PPE from the day one which has been concealed with undisclosed reason and reasons. The above scenario happened in the name of Essential services. Is all the above companies or essential services? 8. Central government has no clear policy or views in relates to COVID in which they either inexperienced or having no right protocols from their consultants, however only clapping, lightings in every scheduled tenure was happened without supporting financially. 9. Even until today, did central government made effective or fruitful announcement to public? the finance minister delivered all the existing schemes related payout which has no relation with COVID support or assistance. Neither lockdown nor social distancing is the conclusive call to alleviate entire COVID in this planet, but only the cure medications (antiviral) and preventive medication (Vaccine) would the final call that everyone in this planet try to emanate as much they can with their proven and unproven research. But for sure, this would come in near future to eradicate COVID from our earth. Therefore, it is prudent from government part to lift the lockdown with immediate effect, and give the 100% responsibility to each public to prevent from the known enemy. We all know, many businesses down and many of them crying for food and basic amenities with no income generated. We pretty sure our government will never and every support entire India or Tamilnadu by all means, therefore it is our onus to work and get money for our survival by engaging as usual life pattern. Let government close malls, cinema and other gathering places but monitoring limited commuters in all transportation (by altering seating capacities in bus, flight and train) may curtail this issue in near future. We all know our government and their system, but we all vote every 5 years and pay Income tax yearly and GST every month but end of the day no reciprocation for common public is a design of Indian public which is known as cursing to live in this incredible India. Therefore, without blaming further to our government and rulers, better we should take optimistic actions to live in this world independently. Best wishes to all Indian buddies and TN public too..
