Supersession in Promotion
Supersession in promotion which denies/varies to disadvantage pay, allowances,pension after retirement and condition of service is appealable.
But appeable activity against such supersession in promotions by the competent authority on this matter remain unattended. These are mainly driven by adverse remarks by superior authorities - representations often does not permit adverse remarks to be waived off that can potentially nullify the impacts resulting out of supersessions in promotions. Superior officers' affinity/affiliation to certain region/state of India helps to maintain such supersessions to continue that can potentially ignore qualification details acquired prior recruitment, which are the minimum requirement fixed for entry to service/ training prior recruitment.
Resulting unequal treatment results in violations of article(s) of Indian constitution. Slow moving court/tribunal along with high fee amounts to be incurred in the process discourage candidates to seek justice, that are required to be persued outside the organisation.
Transparency remains unavailable in an increasingly opaque power based system.
A recent transfer request seeking transfer to Kolkata unit of Department of Atomic Energy is not considered by the transfer committee due to `functional reasons', details of which is not made available. Application was in prescribed format applicable for technical/scientific employees. However promotion considerations of many others, recruited later to me continues allowing supersessions in promotions. Better departmental accomodations (higher type qrts.), where more members can be comfortably accomodated, higher retirement benefits, financial approval capacity etc. thus shifts in favour of superseeded officers with responsibilities as applicable for the post. An immediate consequences is that Kolkata based property suffers maintenance due to reduced occupancy period. This may amount to double spending for same cause. Even voting rights in homestate may potentially be not exercised. Such is the strength of hold in the parent organization!

Supersessions in promotions make one junior and allows residency period in Level Pay to rise to high to very high - these `officer reporting to' is able to do by controlling gradings in APARs. Allotment of departmental accomodations (i.e govt. quarters) of higher categories are also controlled this way. This is found to allow salary to be drawn only on coming and going basis with certain hours of stay in between. Recommendations for transfer to other units located in other cities(say Kolkata etc.) can also be controlled(for example to allow transfer process to roll so that transfer doesnot get materialised by raising questions like where is the post.......) by the recommending authorities, often on advise basis,if any. Its not clear what is the certified qualification(s) for activities in the field of cryogenic engineering, including in government departments and ministries.

It has been found that after my recruitment, one division - CrTD( cryotechnology division) is formed but not transferred to this division despite transfer sought. No vacancy/ objection existence........contributed in raising advise to continue in the same division with career loss. Such reasons continue to be vague in the increasingly opaque power based system. In fact many from CrTD was found to had attended/participated in National Symposium on Cryogenics and Superconductivity 28, held at Indian Institute of Technology, Kharagpur, October 18-21,2022.

National Symposium on Cryogenics and Superconductivity 28, Indian Institute of Technology Kharagpur, October 18-21,2022 : The above symposium is held with Indian Cryogenic Council (ICC). Many attended/participated on official basis,including from organization where employed. But despite abstracts acceptance, among those submitted, it was not made possible to attend on official basis - ground(s),if any continue to be vague in an increasingly opaque power based system.
