Swachh Bharat Mission and Cess

Please substitute word ‘Hindusthan’ with “India” if it is more suitable.
All the missions and programs undertaken by Modi govt. are very useful and they will take Hindusthan to a greater height.
The ONLY hope is these missions will be really implemented and positive results (End results) will be experienced by citizens of Hindusthan.
As far as Swatchh Bharat mission is considered Mission, Vision, Purpose, Modus Oprendi etc. etc. was declared and started also.
However, one of the large municipal corporations has failed to implement this.
Please refer attached photographs – location Mumbai, central suburb Mulund (east)- Navghar road no.1 – parented by legislators of BJP as well MNS.
These photographs are latest -- clicked today (11th June, 2016)
Similar views are available at junction of each small & larger road and on the smaller roads. There is no enclosed space for collecting the garbage wherein citizens can drop their garbage.
These locations are feast for Birds, Flies and other creatures who carry / transmit the particles to neighboring parts of the city.
Brighter side of this failure is – some individuals got employment for collection of this garbage.
However, same manpower could be used for better & productive purpose.
Please note plastic bags in the garbage.
Hopefully, rains will commence in a day or two. If the garbage starts spreading with free-flowing water, GOD only save the mission.
We have already started paying the "Swatchh Bharat Cess". more

- Garbage war is on - The people throw the garbage, the municipal workers state collecting garbage is not their job.....outcome overflowing garbage. - These Municipal workers are on the work for pay program which means that tons of people are given pay for no work. These people feel entitled to this salary and do not feel any responsibility to do any work. - These programs are not going to elevate the status of the people who the govt wants to help - they have just made these people lazy and feeling entitled. End of the day no one wins. - It is time that we have you will get pays and incentives based on feedback of the citizens of the area - we should have a say in if we are getting value for our money. After all it is our taxes that these people are enjoying. If they do not want to work let them find another job. - A lot of apartments, shops, corporates throw their garbage on the road. It is time these people were fined. - Apartment societies should be fined irrespective of which flat owner threw the garbage. Today they ask that we catch the flat owner - but the ownership and responsibility should be put on the apartment management team. - If a case is filed by another citizen showing that garbage is being thrown - the case should be filed online and tracked online till closure. - The Municipality closes cases without any action. For e.g. I had raised 3 complaints one after the other that garbage thrown by the illegal shops and food stall in my lane is not being collected by the municipal workers. Each time the case was closed stating that it would be looked into. Which never happened. Plus the garbage collecters ask for money to clean the road and the garbage. So we pay their salaries and they blackmail us for more money to do their job. - When I called the MCH call center the CSR was extremely rude, called me illiterate and that I need to educate myself before raising a request. Typical govt arrogance and lack of service attitude. So now the garbage is being collected and suddenly the shop owner will burn the garbage, plastic bags and all, and add to the pollution. - I would like to know more about where our suggestions are being captured and which ones are being implemented and what is the deadline for execution on the ground? What are the sustainable long term processes and procedures put in place? What are the checks and balance to ensure that work on the ground is being done as per commitment? more  
Frankly speaking, For common people there is no pollution control board. They can do lot to improve the environment of the people. 1. Burning of plastic & tyres and other waste on the road side and in different layouts: There can be a central hotline number people can call and upload photo (something like a whats up) so that authorities can take action. The local response doent help because, the people who do these are mostly thugs. 2. Strictly stopping polluting vehicles in the city. a) Old vehicles -small or big both pollutes if it is old and not maintained. b) stop all diesel vehicles for private use as it produces more pollution c) create mobile vehicle testing sqads to check the pollution of the vehicles and issue heavy penalty to these vehicles. 3) Insist on proper STP plant in all appartments and cluster layouts and charge for the process. Activate local groups for protecting lakes with CSR initiatives. Many corporates are willing to take care of water bodies if authorites are coordial. 4) Control heavily on the use of pesticide usage, other chemical outlets POLLUTION BOARD SHOULD ACTIVELY FAMILARISE THE WEBPORTAL AND MAKE IT PEOPLE FRIENDLY TO RAISE COMPLAINTS, UPLOAD PHOTOGRAPHS, TRACK COMPLAINTS, REVERT & CLOSE IT. more  
The pollution of corruptiin, poor ethical standards and poor discipline in PCBs could be established if few cases of approval and nonapproval cases can be randomly reviewed, honestly. more
