tax on leave encashment at retirement

I retired from Indian statistical institute which is institute of national importance created by an act of parliament(same is the case of IIT), I would like to know whether my leave encashment would be fully exempted from income tax more  

it is fully exempted if you are a government employee encashing after your retirement. But while in service it is taxed. I do not know about private services more  
It is good if the Govt has now made it tax free... In our times, it used to be added to your income more

I think it is fully exempt upto 300000 more  
Please declare it in your IT return under exrmpted allowances. more  
For others it is restricted to 300 days for tax exemption more  
As per section 10(10AA), leave encashment by a Government employee at the time of retirement (whether on superannuation or otherwise) is wholly exempt from tax. more
