Tax Payers vs. population
The India Population is around 120 Crores. The people below poverty line is estimated around 36%. Of the balance 64% direct tax payers are only about 20 Crores who obtained Permanent Account Numbers. Of the 20 Crores only about 7-8 Crores filed returns of income tax. Where the others have gone?
It is reported in the preliminary family survey in Hyderabad on 17th August had revealed that there were more than 24 lakhs households against the records of the Municipal authorities of 16 lakhs. Thus it is clear the generated unaccounted money is being diverted to real estate. The authorities both of municipal and Income tax had not put sincere efforts. Similarly in entire India the proportion can be estimated. If the tax base is spread wide, the tax rates could be reduced.
The corruption spots are clear and these are to be addressed by the Government and policy makers. more

I agree with you. Both IT Dept and GHMC/State Govt have failed due to lack of proper records. So many business people might have not filed their returns. That is why total survey of houses will be useful for so many purposes not only IT but also for welfare schemes, water supply, electricity, voters, ration cards etc. Govt /Central has to take the issue on IT to check thoroughly with survey records as Dept can generate/collect taxes from the defaulters who have been escaping filing of returns. Dear Mr Varprasad. It is true that many have taken PAN Card not to file their Income tax returns but to serve it as their ID card. It is up to the Income tax Authorities to issue notices to all those PAN Card Holders who do not file income tax returns regularly on annual basis. Why is the dept not issuing? Secondly the % of those who actually pay income tax is much low that has to improve over a period of time. But mute question is why do people are so reluctant to pay income tax. It is because of misuse of their hard earned money by those who are in power. There is large scale corruption right from the level of village panchayat till the Offices of the Mamlatdar & Collectors and also Ministers and Governors and President which we all know. This has to stop first, Or else time is not too far we may have to pay taxes even for the Oxygen that we breath on day to day basis to keep us alive.GOD'S FREE GIFT TO HUMAN BEINGS. Dear Mr. Varaprasad, Your point is very genuine, citizen of India is escaping to pay tax and regulatory body is looking ling handicap before them. Every one is saying, people should pay the tax but I am asking you, why to pay the tax and what is rationality to pay. In 67 years of Indian history regulators has lost moral to collection the tax. This is greatness of Indian citizens still they are paying. Whenever you go to School : you have to pay donation Hospital : more money by way of private hospital Police-station : pay bribe even for FIR Domestic Security : have to trust on God My friend, reality is, if you don’t have black money to satisfy the current practice, your survivor shall start to face for basic need and unfortunate our regulator and democrats always thinking to dominate on these citizens administratively. There is series of scandal in the Indian history and still India is fails to fix the accountability and attach the personal property till bankruptcy on these corrupt democrats. more

Yes very true, and the only thing required to correct this gross anomaly is - Political Will, to ensure that the bureaucracy who are being paid from the hard-earned money of 7 to 8% taxpayers, justify their salaries, and are given targets to increase the tax base in their circles by a certain percentage of face demotion!!! more
