Taxes on Bills . is it tax exempt-able on consumer end!

In our each spends, it has CGST, SGST for tax and GSTIN number available on each bills, for tax exemption can we give that to an extend to get those amount refund/ to have the benefit of consumer who pays taxes on every items.? Any thoughts /suggestions ! more  

GST Is required to run government and it's various schemes. If everyone end users has to be refunded than what is the point of collecting the same?? Enterprises are refunded GST because they are charging GST to their customers. So on same service if 2 times GST is charged it will become wrong as well as very expensive. And therefore they are refunded so that Prices don't keep increasing. But as end user we cant get refund on the same else there will be no point charging GST. more  
GST is payable on SUPPLY of Goods or Services. And this has replaced 17 indirect taxes. With GST overall tax rates have come down. Further, if anybody does not have GSTIN no, he can not charge GST. Minimum threshold limit for getting GSTIN is 40 lacs ( earlier 20 lacs). If gardeners turnover is more than this he can charge GST n deposite with Govt. There is no system of refund of GST to the consumer. more  
GST is nothing short of ecploitation, even gardeners charge 10% GST; Is there any sense. Poor destroyed. more  
i think we don't have any such procedure to get refund of them unless you are like merchant to get GST registered on your name. more
