Professor JITENDRA KUMAR SHARMA M.A. [U of T], Ph.D. [University of Toronto, Canada], formerly of Toronto, Guelph, McGill, Jawaharlal Nehru Universities, Ex-Editor Eastern Diplomat, Ex-Representative & Foreign Correspondent Organiser Weekly[RSS], Member BJP Intellectual and External Cells, Research Associate Dr. Syama Prasad Mookerji Foundation, BJP Hd. Qrts. Consulting Editor 21st Century World *Foreign Policy Hints/jottings for Prime Minister’s Attention:* 1. UPA had USA, Japan, Israel on its priority list; NDA may consider putting Canada, Russia, France on top. Israel is a dependency and Japan a vassal state of USA; they take no big decisions without US approval. USA will never want India to be a world power; it respects China and perceives China as a balancing power in Asia;Manmohan Singh/ UPA’s stooge-like behavior toward USA must be reversed. Eventually, India has to surpass the USA as the strongest and most influential Democracy of the World; a unique nation rather a competitor against Dictatorial China as Western lobbies and media are goading India to become. It is a wrong foreign policy proposition and Modi government must reject it to set out on a new path of international leadership. 2. Ignore and avoid USA for a while; surprise USA [just as USA and President Nixon had surprised the world by opening up to China] by concrete action like increased trade even buying light arms, trains and railway consultancy etc from China. This will also confuse and upset Pakistan. 3. To keep China on tenterhooks, engage with North Korea which has nasty relations with the USA and is feeling uncomfortable with China at this moment. A little pampering of North Korea’s ruler will do the trick; it will not be a costly affair to throw a few baits to the pariah nation, that is North Korea in American and western eyes. 4. Break Pakistan into 4, 5, 6 or more…pieces; no need to use arms or threats, RAW and *Sardar Kanwar Pal Singh Gill* (KPS Gill or KP Gill),(DGP) Punjab, Insurgency Expert may be assigned the task. There is no other way to deal with Pakistan but to carry out covert operations. India, officially or unofficially may, from time to time, make noises about restoration of democracy and independence of Tibet and Xinjiang, once a part of Kashmir. India should seek to reopen Consulates in Lhasa and Kashgar Nehru had closed down; open trade with China on the Ladakh borders.. 5. To start government with a clean state, seek resignations of all Ambassadors, High Commissioners, Trade Commissioners, also Governors, Chairmen, including RBI Governor Raghuram Rajan; smash all pro-US and Pro-West lobbies deeply entrenched in MEA, Foreign Trade and other ministries. 6. Select capable Party workers with RSS background to appoint ambassadors/High Commissioners who would live and work abroad for India in the spirit of Shyamji Krishna Varma and Veer Savarkar instead of limiting diplomacy to wining and dining unlike the Ex-Military and IFS men have been doing so far. Any retired diplomat joining the BJP must be required to spend a 2-year stint in RSS camps at Nagpur including listening and responding to RSS *baudhiks *and another five years in the BJP organization updating and training Party workers in the practical aspects of government/administrative procedures and rules etc both at the centre and in the states. No plum political jobs to resigning and retiring IAS/IFS; it hurts the karyakartas who spend their lifetime in party work in diffucult circumstances and then find these “superior” breed to take over high positions in the party and BJP government; how wise they become after leaving the government! Prime Minister Modi may see that BJ Party reates its own policy- making cells freed from retired IFS and ex-military Colonels and Generals who turn academics by writing books/ articles or in TV appearances, express views that are the very opposite of their actions and conduct during service. 7. Right person in the right place at the right time may be adopted as the basic criterion, for all and especially foreign postings. 8. VVVImportant:Link Foreign Trade with Immigration : This is how Europe has regulated and maintained its economy as well as its demography and increased its cultural and diplomatic influence . Encourage semi-skilled and even unskilled workers to migrate to prosperous western countries. As examples of Mauritius and Guyana show, working classes preserve Indian culture and ties with the motherland better than educated and rich classes who actually exude and diffuse foreign / western culture, in thought and style, whether in India or abroad. 9. Foreign Postings are important for keeping a watch on black money; bureaucrats/IFS officers/ retired military men do not have the kind of commitment needed to fathom and dig out black money. When I was a Professor in Canada I found that Indian business men having no base in Canada had big chunks of property in Montreal, Toronto and other Canadian towns. Some of them were involved in smuggling on a large scale. I ran into relatives of some Punjab and Andhra politicians/ministers who were part of international mafia. Even Hong Kong Shanghai Bank through its Swiss Branch was carrying on Hawala operations/ trade. I cannot name these people here but if Prime Minister Modi desires I can do so in confidence. I believe senior Party workers with knowledge and experience and having RSS background ought to be considered for High Commissioner, Ambassador, Trade Commissioner, other such postings. 10. As a matter of policy, Senior Party workers should not be ignored. This is injurious to BJP political culture and against the Hindu ethos that encourages healthful longevity and respect for elders and the elderly. Prime Minister Modi may utilize their knowledge and experience as Rajya Sabha nominees, governors, ambassadors etc. In fact, elder Party workers ought be preferred for Rajya Sabha just as younger Party workers have been preferred for Lok Sabha. Rajya Sabha should be truly the House of Elders, as its sobriquet suggests, and not House of Favorites or Ex-bureaucrats who become politically wiser on seeking voluntary retirement to join politics and jump into political chairs. This will reassure party workers who have devoted life time in BJP and RSS work that their work and dedication has not been snubbed. There has to be greater, vigorous and visible interaction between BJP organization and Modi Government. 11. Narendra Modi Ji’s Image as a firm, strong, daring and decisive leader has to be not merely sustained but confirmed through his government’s policy and action during his first one hundred days in government. My hints need explanation. I shall be willing to do so if these jottings done under pressure of time to meet your deadline are found worth the Prime Minister’s attention. *Humbly submitted by* *Prof. [Dr.]Jitendra Kumar Sharma, A-35,Puru Apartments, Sector-13, Rohini, New Delhi- 110085, INDIA Tel: 91-11-2756696*8 Author of *The Hindu T.S. Transform India with Narendra Modi is an opportunity to share views for making India a great Nation. WATER MANAGAMENT-In a Water scarce STATES like GUJARAT,RAJASTHAN etc ,we need to find sources of water misuses.I have observed that the FLUSHINGS of NIGHTSOIL/URINES etc consumes hues quantity of WATER when the FLUSHING is done directly from TAP,which is a general practice in CITI's of GUJARAT. To avoid this waste of water, use of CISTERN system is recommended. To find the truth,an investigation is required to be conducted. If found correct ,a remedial measure is taken. more
