The India is one of the dirtiest countries due to:
1) While personal hygiene is taught in the schools, the civic hygiene is not taught.
2) The business of cleaning the country is left to Jhadoo brigade. In advanced countries all cleaning is done through mechanized means. It starts at 2 to 3 AM and is over by 5 AM. The jhadoo only pushes the dust from one point to another with a certain percentage getting airborne. It not only harms the sanitary workers but also creates a health hazard for all. If mechanized means are used then the surplus sanitary workers can be used for segregating and recycling of the waste and also can be trained for operation and maintenance of the mechanized equipment. A new industry segment for manufacture of mechanized cleaning equipment will be created which can generate employment for lakhs. Mechanized equipment can be for large roads to small bye lanes in various models.
3) Local municipalities may resist such action but it must be enforced legally. more  

mostly corrruption is linked to black money .the easy way to stop black money is to chargnominal tax and allow bank dipposit in bank without asking source . more  
Yes, Mr. Rathaur, you have rightly pointed one of the issues plaguing our country. the system of civic hygiene is actually more important than personal hygiene too!!....Cause once it is imbibed into our little minds from the stage of day 1 into school, and not only taught in theory, but also taught and encouraged in practice in involving them into cleaning and maintaining the school/college premises as part of each students weekly/fortnightly routine. These habits once imbibed will trickle down and show a marked improvement in encouraging them to keep their house clean, their colonies clean, their village/town/city clean, and thereby leading to a clean country, and finally creating a more dignified Indian!! more  
Yes I agree with Mr Rathaur ,the route cause is nonteaching of civvic hygeine and lack of adoption of technology and our typical attitude of shifting the problem to somewherelse like blowing dust and debris from one place to other. more
