The kind of reporting/feedback system which can be implimented through citizen wardens have to be first identified.The possible areas which can be handled are:condition of roads and upkeep of roads,electricity supply and services,water supply and services,any complaints regarding anti social elements in the area,any complaints regarding police harassment and harassment by civic authorities including hafta collection by police,any other issues.I feel a sincere warden can discharge all these functions without much cooperation from neighbours.Howver some kind of reward system need be incorporated in terms of tax burden or honorarium so that the warden can be motivated to handle additional responsibilities.RWA can be involved if necessary.I do agree that this needs testing.
