This sounds heartening, but what is good and very good, or excellent? All these are subjective measurements. For some activities they had set up number of days within which a file must be disposed off. That is easier to implement. In a similar fashion for as many jobs as possible, they should fix the number of days withing which a case must be brought to an end.
In some dept.ments, it is working. But, along with all this there must be effective reduction of bribe taking. Depts. like RTO, Sales tax, & customs are still dens of corruption. The sooner we succeed in reducing corruption in these depts. the better it will be for the nation. Besides, speedy introduction of computerisation in police and courts will also improve the quality of justice delivery.

Decision seems to be good but the judging of performance should not be subjective it should be objective. I had advised earlier that concept of profit center need to be introduced in governance. there should be a target with its nominal value for each work/employee if the performance is equal or more then employee should be given either equivalent to nominal value or a little more. Because we do want want to bear governance at any huge cost as happens to be scenario today. Salaries of government employees keep increasing if price index goes up. Are the prices are of concern to government employees only? Not to a common man. more  
Very True Mr. Iyer , in addition to customs I like to add the Education[State ] department also . The big fish in the school Industry gets their way through in getting any approval or sanction from the department ; so the department also uses the same yard stick and demands fron smaller enterprises particularly the play schools. We do see in some offices about the number of days fixed for the jobs aaaaand at stages so that one can pin point where the job is stagnetd. Many cases even after the stipulated days no response ; it is here that the citizen has to approah in person to know that the application is difficient. When more dat is needed, it should be made mandatory that a written note should be issued ; this will straughten the matter and avoid corruption. more
