To be honest, we need to develop skills based on the aptitudes of various communities. The government needs to get an indepth study done of shortages of skilled workers and demand at various countries and then go in for Govt to Govt MUOs to provide the skill trained manpower over a given period of time. I can discuss this in more detail with you if required. more

@ Stanisluas, while I do agree with you to an extent, the fact of the matter is that we follow an antiquated system for selecting our Govt officials. There is no aptitude Test for IAS or IPS juts a written test which is passed based on cramming! generalists are entrusted areas/fields which require in depth knowledge, since they lack adequate knowledge, they hide behind red tape and act in an officious manner , are often not available to public, those who are professional are ignored willfully or snubbed in order to conceal ones own ignorance. But this is not the forum for such things and may not be appropriate to discuss here unless we wish to suggest a change in the system....for example...should every minister have the choice of selecting his own team from a pool of experts on the concerned subject? This team would have to deliver on promises made, failing which they must resign! it is this lack of security of ones job which will drive them to deliver!! more  
Dear Brig Sharma, the government is bureaucratic, every govt employee is not free to speak and reassure the public in event of enquiry, though there are a very few who do. Facts are hidden from the public and we need more transparency. When I was a student, every text book read on the first page - India is my country...govt of the people, by the people, for the people. Every goverment dept. needs to have foresight and not just go by the rules, some of which are outdated. We are in the 21st Century and in an era of information "explosion" more
