Not just in police department, it is every public service providing departments have become an employment opportunity for pay +pension. So there is no Aptitude, attitude, virtuous tests are there in the recruitment. There are rare Courageous policemen. Even if there are, Judiciary makes them fools and make them to be corrupt by bailing dreaded criminals caught, risking the life of policemen. Thus to make any department oriented to FAIR, JUST, Public service, our Judiciary needs to be Honest, Just, wise to understand that no one of us brought a paise at birth nor carry one at death and this being the fact of life, why should any one earn any thing beyond their needs and that by Corrupt means. I can cite some case studies here to prove my point. In Madras, Law college students clash was a shameless deadly event unmindful of huge battalion of police contingent watching them, public is watching them. Next Lawyers, unknowing to resolve their genuine issues if there were any through fighting their case in the Judiciary resort in Court boycott, slogan shouting mobs in side court halls. Even a Judge shouted in the other court halls, stayed the orders of his superior authorities, firstly the orders of CJ Madras, then CJI. There is a really Hon'ble Judge who when posted to adjudicate insurance claim suits, at the very first instant, he enquired from the Registrar as to how many Insurance claim petitions were there at that point of time. Registrar replied that there were 26000 cases pending. Hon'ble Judge passed an order to send all the 26000 cases to CBI enquiry. The very next moment 17000 cases were withdrawn. Moral: there were only 9000 out of 26000 cases pending dared any CBI enquiry for the truth in the claims. So if Hon'ble judges wish the pendancy can come down drastically. Governement represented by various officials fail to perform their Just duties and try to punish uncomfortable whistle blowers and see to that even in the court the whistle blowers don't get justice. This cannot be possible if the Judiciary is Just full of only Hon'bles.

In Madras high Court no Judge can enter or leave the Courts without seeing the Burma Bazaar encircling the High Court and the statue of Manu Needhi Cholan, a symbol of Just Justice. Yet we see if appeals are preferred, mostly poor and weak litigants fail to get just justice. May be ConstitutionalAmendment Ordinance 39 that was upheld and later became the Act and striking down of NJAC Unanimously adopted and passed Constitutional Amendment Act 99.

If this awakening can be undertaken by GOI, or any social media, I am READY but I do not have funds to do that, then Eradicating Malnutrition, Eradicating Crimes including Terror Nursery as a business sponsored by Foreign funded Pakistan ISI Nursery and such desirable including Plugging and bringing back black money is not difficult at all.
