to prevent frequent elections in country

Sub: Can we avoid repeated elections at short term interval?
How can we recall government (not MP)?
How can we make government accountable?
Sir,
Today, every 6 months there will be election in any part of India. We elect MPs/MLAs for five years and after that we (people) are helpless and can’t do anything, if central/ state govt. will not function properly or take anti people action.
Instead of recall elected representative why can’t have a system by which we recall govt.?
Because our day to day life is impress by functioning and policy of govt. and not by elected MPs/ MLAs. Howe can we (People) maintain chaks and balances for government?
Here is some innovative ideas to give people “RIGHT TO RECALL GOVT.”
1. Instead of elect whole loksabha and state assembly once in a five years, make
3 (three) part of loksabha total seats of 544/3 i.e. 182 and similar in states assembly seats also.
2. Every two year there will be election of 182 seats of loksabha and one third seats
Of each state assembly simultaneously on same day.
3. Date of election will be fixed for ever. i.e. first Sunday of December or last
Sunday of April. Term of elected MP will be from 1st January or 1st June. (after 30 or 60 days of election.)
4. Duration of each MPs will be 6(six) years.
5. Geographically, the distribution of 182 seats loksabha and 1/3 seats of vidhansabha
Will be equal in whole country and states.
6. Once elected, no MP can give resignation on his will, as it will be considered as insult to
People.
7. In case of resignation he/ she will not be able to contest any election for next six
years from same constituency.
8. In case of natural death if remaining period of election will be more than two years
fresh election of representative for remaining period.
9. If period will less than two years, second highest voted candidate of last election will
represent constituency in loksabha and vidhansabha, but he/she can’t have right to vote
in house.
Advantage of this system will be:
1. People will have a right to express their opinion about govt. every two years. It will be a referendum of govt. functioning.
2. All the time govt. and opposition as well, will remain alert for ever.
3. No govt. will consider people’s mandate as long time verdict for five years.
4. People have a right to rethink every two years for government functioning.
5. Task of election commission and police will become very easy as they will have to focus on 1/3 seats only.
6. It will be cost cutting method instead of today’s expensive and lots of manpower wasting election procedure. It will save public money at large.
7. People can have a chance to change the govt. at the end of two years if they feel to do so. Today we can do nothing for next five years once vote.
8. No one can impose election for their own personal benefit.
9. In this system people will have direct control over govt. In today’s system we can’t have any control as far as formation and functioning of central/ state government is concern.
We should think in this direction seriously to eliminate loopholes of today’s election system.

I understand that the current government is working on a plan to conduct State and Central election at the same time? more  
Such transformative moves can be only be done by the BJP (but during it's 2nd term in office). The BJP have had their hands full for this term cleaning up all, the accumulated muck and detritus left after decades of Congress (mis)rule. Taking such singularly huge stellar decisions for the good of the Country totally changing the way the game is played is purely in the BJP/ Modi's ken and no other Indian party can effect this. more  
A common election program will do a lot of good. At present PM seemed to be more busy either in campaigning for his party or travelling abroad for various I.portant meeting of the heads of the state's. If we hold elections at one time, at least he will get to devote more time for running the Govt more efficiently. more  
Election process needs introspection.Firstly we should have two party system.Secondly we can have centre and state election simultaneously provided Govt is able to hold it considering law and order problems.Thirdly selection of the candidates should be on his educational qualification and experience.Fourthly candidates must not have criminal records.Fifthly during MLA/MP period if any offence is committed he should be asked to resign and once the enquiry is completed and no offence proved he can be reinstated.We can think on more points. more  
A good thought. Govt should be run like an enterprise. Any of the ministers or the whole team is dispensable if they do not deliver the promise. However, we need further deliberations on this. If some minsters are not doing well and thrown out, and if the government topples, re-election will become constant. We need to look at pros and cons deeply. more
