Tolls for roads under garb of PPP model
Govt levies Road Tax on vehicles through various RTOs. Hence, having levied the Road Tax, the govt must provide serviceable roads, irrespective of the mode (govt or PPP or BPT), without extra cost . It is unfair to charge Tolls for roads under the garb of construction under PPP or BPT . This malpractice should cease. more

These are big cash points and all cash collection should be stopped immediately if govt. is sincere to remove corruption.....else we have to wait for the help from Information technology sector to drive the change.... State and Cent Govt are collecting Taxes and Taxes at various stages from manufacturer to buyer / owner like value addition, GST, Road Tax. After buying owner pays VAT by State Govt and Rs 1/- cess on per Ltr fuel, GST on insurance and Toll Tax by state and Cent Govt. The Toll taxes are increased every year on all tolls owned by NHAI, PPP and BOT model. Now the big Question is Where does the Huge amount collected by State and Ministries Vanishes. As Most of Old National Highways constructed before 2008 are not being repaired but toll taxes are still collected and even increased every year. Even the construction qualities of NHs under PPP and BOT method are very poor and do not even last for ONE Year, then these broken NHs are not repaired every year even after NHAI maintaining 2 Managerial / Supervisory staff of 20 to 25 men for each 200 to 300 Kms of NHs and spending 1.5 to 2 Million Per Month for these under performing and incompetent staff? Even in PPP and BOT method NHAI and Pvt Parties collect and recover full cost within 5 to 10 Years. This has been proved by High Court judgment of Year 2012 on Jaipur - Kishangarh 6 Lane National Highway 8, that, BOT and NHAI has collected and recovered FULL Cost Plus Interest on the project WITHIN 4 YEARS of Construction and No Need to collect for Balance of 26 Years of Contract. Hon'ble HC also suggested that NHAI and BOT contractor should not collect ant Toll fees (TF) from Private Car owners / user and collect some Cess or maintenance cost that too for LCVs and HCVs as they are major user of road and also damage the NHs due to Overloading and accidents. Since commencement of Toll collection NHAI has got away with this open and Govt supported Loot of Users, since they have not been ever asked to provide full details of fund Available, maintenance expenditures and providing for fund for NH constructions. more
