Corruption is biggest problem, in last 65 years it has become the backbone. Question is wwho is not corrupt . Take any insitituion whether School,NGO,Police,Hospital all has their self goals. School run by missionaries loot parents in the name of social cause. NGO loot people and fool people in the name of social cause. 1. Accountability is very important. 2. Time frame should be defined for every work from every govt department. 3. Complains should be addressed with proper TAT. 4. There should be grievance cell in every dept. Greivance team should keep changing so that they don't tie up with corrupt people. It should not happen like consumer courts. Online complains for every dept, complain number should be issue and should be able to track the status. 5. Display escalation matrix where to contact in case people are getting harassed by any govt dept. Strict action against corrupt babus. if multiple complains then that dept head should be taken for task and made accountable. 100% system will change if there is fear factor more
