The start ups bring new/unique idea and also develop good technology platform. They generally fail due to their inability to gauge its commercial viability and visualize its scalability. more  
All the law relating to doing business / start up are of coercive in nature. No guiding factor, only imposition of panalities if law is not followed. Laws are so complicated that a ordinary public can not understand. Govt. to simplify the things to make doing business easy more  
Are we Indians too dependent on Government to make our lives comfortable? At best Governments can make things easy by simplifying statutory processes (such as GST filing). Government has no role or impact on any of the top 10 reasons shown above. As entrepreneurs, its our responsibility to take care of them. Entrepreneurship is definitely a risky game and there are much more mortality than success. That is a universal norm. more

either state govt. or central govt.institutions should facilitate for the growth of startups by changing the laws/acts ,changing the mindsets of employees by continuous training programmes rather than getting funds from central govt by their influence and starting the startups by themselves. more  
Rampant corruption and lethargy in concerned gov offices and is not mentioned. Many startups could not takeoff due to this reason which has been totally missed in the above list of reasons! more  
Only few States opted to go in line with the Union's planning are stepping to the needy. S.C. to support GOI, RBI ventures of economic development. more
