Trafficking/prostitution modus operandi in Cities

The trafficking in women and children is not an isolated incident. It is a very organized sector that changes its methods quickly according to ground situation may be in an hours’ notice controlled by a local administrative unit.
1. The backbone of trafficking is an underworld mafia group (one of many such in operation) and this should be our target, not a few operators in a hotel caught and case closed.
2. The agent or zone head of a locality controls many such hotels and houses where the operations are taking place. There are multiple zones divided to multiple agents. Catching the operators will lead to the agent and from one agent information on other agents is possible.
3. The operators are many under an agent, they may or may not know of other operators working around the zone. One operator may have multiple houses and hotels where she/he operates.
4. The structure of operations in a locality of residential place may be called a Beehive. There are multiple houses/flats in a particular residential area into prostitution business. The locals are involved some who provide the flats and other support the operation trying to dissuade or instil fears in minds of residents to avoid police reports.
5. Generally there will be a bar or friendship club or spa in the vicinity which is the actual hub of the whole activity. These are the customer contact points and from there the customers are routed to the houses/flats/hotels involved.
6. There are two classes of call girls working in these rackets. The experience and settled professional who will support the racket and mislead investigations on the perpetrators. The others group is the newly trafficked and looking for help. This group mainly consisting of teens will disclose information about the racket, but they are hard to come by as these girls are heavily guarded and used in most secure places where there has been no incidents of reports for a long time.
7. The local thana police is alleged to be heavily paid not to take action on the racket and inform the hubs well in advance of any action. Any STF action has to ensure no information dissipates about their target and local police is absolutely in the dark of any action or even existence of an STF around. This stands true for commissionerate of the area too.
8. Since the racket involves armed criminals mostly of the locality, no informer information can ever be disclosed even after the operation is successfully executed. Attack on informers will ensure that nobody will ever again attempt to report the crime. Any attack on informers should be strongly dealt with so that criminals fears attack on informers as they would if they attacked police on duty.
9. Reports of trafficking should not be through the local police but a different cell/department absolutely disconnected from normal police force. The contact numbers/emails of these cells should be put up in the paper or pained on police chowkis in affected areas. Mention instant police reaction and informer anonymity in all hoarding, because time and security are two important factors to break these networks that can mostly be identified by residents of the area.
10. Surveillance of girls escorted to and fro is an important part in identifying where these new girls are kept. They are not kept in a single flat more than a few days and are rotated to other areas.
11. Newly trafficked girls are escorted by one some distance ahead of her and another a distance behind the girl but seldom with the girl.
12. The girls well settled into the profession will be accompanied by a youth/individual along with her, but the communications between the two hardly take place. Girls are normally busy on their cell phones. These girls do not generally put up in the flat but live elsewhere and come and go depending on client requirements.
13. The rackets prefer blind lanes and roads where few people other than the residents would take. The entry and exit point of the lanes are the point of control and a group of hooligans would stand guard.
14. Normally the shifts are for two hours for prostitution. Therefore, the settled girls will return after 2 plus half an hour, or multiples of two hours and half an hour.
15. Clients normally arrive after the girl and leave before the girl. So cars would arrive at the designated place within 15 mins to half an hour and after the car leaves, the girl escort team would pass that way. more
