TRAI

The created TRAI problem is not only limited to DTH but also affects TV cable service.
At the start, the local cable operators collectively made lot of representations to TRAI.
TRAI agreed that Free to air channels amounting Rs. 130 will be given to operators to maintain the system. Further they also get 10% of selected channels.
When the cable operators got what they want, they stopped representation
However as there was no strong representation from end users, they are made to suffer. more

All will settle after 23rd May 2019, so have disconnected my cable network & saved money. more  
1.There is blatant lack of understanding of English as applicable to DAS and NTO. Subscribers are entitled, by Cable Act, to select programs (Not 'channels', a term which does not exist in the glossary of Cable Act and Rules) and pay for their choice when billed. 2.Cable Operators adopted a practice of enabling viewing of all programs, arriving in the digitally compressed and encrypted program stream, at the input to the Set Top Box for a fixed monthly charge, without issuing itemized bill and receipt. Out of such collection a portion was given to HSP(Headend Service Provider). DTH is far more pre-paid DAS compliant service than CATV min terms of SMS and Customer Care.  3.In earlier representations Cable Operators were cribbing that they install and maintain network  but get nothing for its maintenance/serviceability. 4.TRAI, therefore, arrived at NTO which implies more transparency in business by mandating billing on four items. FIRST the Network Capacity Charges( calling these as pipe charges, starting with fibre from Headend to FTTP in Cable Operator location and Coax based from FTTP to Subscriber home) on number of programs, ordered by subscriber and  authorized for viewing in STB by SMS, irrespective of whether PAY or FREE, SD or FD based upon NUMBER COUNT providing that each HD program will be counted equal to two SD programs. Rs 130/- per month, exclusive of taxes, is chargeable for 100 such programs. Where subscriber orders more than 100 programs, rate prescribed is Rs 20/- for each extra group of 25 programs. Broadcasters do not have any share in this charge. SECOND PAY content charges, a-la- carte or bouquets as per rate card prepared by the HSP and shown to Subscriber when ordering programs initially through formal application and subsequently on line through customer care. THIRD STB provisioning, if on hire-purchase or renting. FOURTH GST Central and State. 5. To some extent this may turn out to be a gift to DTH because they neither have a network nor an intermediary like a Cable Operator. 6. Therefore, NTO is not derogatory to DTH or Cable. 7. This business of delivering one way video into homes is threatened by DIGITAL INDIA environment implying bi-directional 3-Play(Voice + Data + Video) by service providers. At present , TELCOs are better organized for this. In a free market economy, survival of the fittest will prevail. Yes, TRAI has not done justice to consumers. Expenses of all the consumers have increased. I have two suggestions: (1) NCF charges of ₹130+GST are too high and should be reduced to ₹ 30+GST and each consumer should be provided 5 DD channels of his / her choice free. (2) Consumer must be free to select channels (FTA/Paid) or packages as he / she likes from the list of packages / channels (mix up of channel/packages allowed) and pay for the channels / packages selected as per the prescribed fee. more  
No doubt, TRAI's intervention has made the DTH services most complicated and unpopular, it was never so though service charge was increased almost every years. But TRAI's over enthuistic mind spoiled evrything and there was huge money flow without any use & benefit. more  
The existing government, TRAI and the DTH/Cable Operators are hand in gloves with each other. Money looted from the public goes to the coffers of the ruling government through the Cable operators/DTH and people working in TRAI. Are you people dreaming that the government will do anything for the public? Looters in a dignified manner will always loot and harass the general public. more
