I THINK that the assumption was not created correctly incident. FANI IS AN EXAMPLE NOT FULLY IDENTIFIED. WHEATHER REPORTS WERE NECESSARY BUT NOT MORE EFFECTIVE. IT'S NATURAL CALAMITY. FLOOD ,EARTHQUAKE ,WAR AND DEATH AND MAXIMUM RAINFALL ARE NOT DETERMINED BY PEOPLE HANDS. ON YESTERDAY FANI WAS IN ODISSA NOT IN BENGAL. NATURAL CALAMITY IS IN GOD 'S HAND. Good initiative by the Railways. They must return the 100% fare as well as 100% return journey who has booked in advance . more  
As a railfan very happy to see proactive action. I would go further and suggest that when any notification arises about weather conditions, Railways should take proactive action in "warning" passengers about LIKELY HOOD OF change over of train timings, or diverted routes. This is the standard practice which should be followed. Airlines do that, and I think Railways can give airlines a run for their money. Well done. more
