every bodies job is no bodies job. The culture of treating public property as our property needs to be developed. It may be public function or private function the roads where the function takes place are first target. To show our unhappiness to government we target public property. May be we need to tax the public in the vicinity or the regular users of that particular property may be fined for not intervening and protecting the property by objecting such misuse. it may be for sometine till people developthe culture. more
