TTE Corruption/Discretion Issues - Inputs Sought

With this post we would like to seek your inputs on the various ways in which TTEs engage in corrupt practices.

We would like to understand this in depth and then we will have seperate discussions on Root Causes and Solutions. The objective would be implement solutions that will minimize such issues through policy, process, system and active citizen reporting.

During peak season TTE have chance to make money by allowing General ticket holder to travel in Reserved Coaches by paying them premium. Vacant berths are allotted by TTEs after charging some amount over and above the legal charge. Some time during vacation reserved compartments are taken over by general ticket holders and those who paid in advance for reservation are at the receiving end and find it difficult to even enter the coach. This happens most in IInd class reserved coaches. AC coaches are not affected to some extent. Surprise checks should be held on random basis on train during vacation period. It is only way to control unauthorised passengers and TTEs who allow them to travel in reserved coaches. more  
To build awareness the permitted weight must be printed on ticket issued to passengers.This will make him/her to know in advance the permissible weight.This coupled with random checking builds awareness fast. Sent from my iPhone more  
Of late I see TTEs allowing unreserved fellows in reserved coaches, even though they are full. They charge nominal amount and allow them. If they discover people who have not informed them in advance, they give receipt and charge more. Unfortunately even after informing such people that there were 4+4 GS coaches, and they are having empty seats, they refused to budge and put up solid argument, stating they will pay TTE/staff onboard. When I questioned the TTEs of this, they informed stating their personal security at stake in case they make people follow rules. I hope IR plans / changes / implements rules accordingly to minimize this. more  
Surprise check by Lokayukta team or outside agencies and straight dismissal from service of TTE is the only way. Nine out of ten times even in prestigious trains I have seen unauthorized passengers and cash being given to TTE without a receipt. more  
Corruption is a way of life in the Indian Railways amongst the Checking an Security Staff on the Trains and Platforms. Only way to avoid is either keep every legal papers or pay them, there is no third option as the person you may complaint to is also from the Railways. I have traveled on the railways for almost 50 years and have never been fined as I kept my self prepared for all situation. more  
I suggested so many times tha vigilance work br=e carried out by non railway non govt babus but our Railway Minister do not like that. He is the head of corrupt babus and he wil; protect and prmote them, So forget about this. more  
There is no point in blaming the TTEs alone. Let us first stop bribing them to get edge over our fellow passengers whose turn should come first. more
