Unauthorised passengers and unhygenic blankets
Train left CSMT at 8-15 P.M. on 09-03-2018. I went to bed around 9-30 P.M. I woke up sometimes around mid night or a little later for urine call. I found it very difficult to reach toilet as passage was full of people sleeping. I also found every floor space between the six berths was occupied by sleepers. I also found similar situation in adjacent coach. There were sleeping persons near the doors of coach. I also found that persons sleeping on the floor were using similar blankets provided as bed rolls to passengers. These blankets were spread on the floor and were naturally stepped on with shoes/chappals etc. There are three issues in this:
1. Security of passengers and their belongings - As unauthorized entry of unknown/unrecorded persons is there. Responsible person is coach conductor/ticket checker of the coach.
2. Health of unknown passengers is compromised. As the blankets are not washed after single use these trampled blankets will be used by some passengers and could get affected by germs carried through shoes and chappals of today's passengers. As these blankets may be used in any train the germs may travel from Kashmir to Kanyakumari or Mumbai to Dibrugadh.
3. There is great likelihood of corruption at the level of ticket checker and Bedroll service agency. Ticket checker normally will not allow unauthorized passenger to travel in reserved compartment without some consideration and similarly the agency may be hand in glove with the attendant in supply of bed rolls to persons without valid reservation.
Possible action expected:
1. Ticket checker should be punished with stoppage of increment and promotion for at least 3 years. 2. The agency should be black listed and contract withdrawn at the earliest opportunity, on arranging for alternate agency. The agencies attendant should be bared from employment by any of the railway agency or contractor.
