Unauthorized Posters and Hoardings - Addl Inputs

Unauthorized posters and hoardings are a common sight in every urban district of India. They are a menace and negatively impact the look and feel of our cities. Below are your inputs on what should be done to address them. Kindly review and share any further specific inputs you have towards implementable solutions.

Addressing unauthorised posters and hoardings

1. There should be a blanket ban on defacing of walls and self-publicity seeking posters and Hoardings
2. Hoardings or posters should be allowed only at specified locations earmarked by the local body
3. A nominal tariff plan should be designed for people/organizations to put up posters at ‘designated paid places’
4. Ground level posters blocking the pathway, obstructing view or ruining the aesthetics of the place should be completely banned
5. The political party which puts the posters in the designated area should also be made responsible to take them off after a stipulated time
6. Political parties should be strictly warned about not putting up wall posters in non-designated areas
7. Heavy fine should be collected from the people putting posters
8. Area municipality should be given the power to challan the proprietor of the poster with the help of the address mentioned on it
9. The municipality should click a picture of the poster and send the challan on the address mentioned on it along with the picture
10. They could also create a flying squad which could move around the city to take pictures of the culprits/posters
11. Political posters could be removed by the municipality and the cost of removal should be billed to the party
12. The RWAs should be empowered to participate in this system
13. Traffic police has appointed contractors for removal of wrongly parked vehicles - similarly contracts can be given for removal of posters and confiscate material
14. One solution can be to repaint the wall by inviting graffiti artists themselves
15. A set of guidelines on that should be made and displayed in public places
16. The centre should immediately send a circular to state governments/district level authorities to keep the walls clean
17. Government could create an employment scheme where each week, a set of hired people clean the walls with police protection
18. Create a tracking system, to analyse the reported issue is genuine and assign the issue to a corresponding department
19. Municipalities in many cities are themselves not aware of the rules – they should be made aware more

Local authorities feel that they should go on earning by utilising all the public places available with them, without sparing anything. Their moto is earn at the cost of others. more  
Most of unauthorised posters are hung in cities indiscriminately giving an ugly look by our 100s of political parties. On every occasion including visiting of cities by their central leaders big banners & posters are displayed indiscriminately putting the public much inconvenience. If any one protests, he has to face a ill fate. City walls are also mostly defecated by these political parties. Following them, business houses have also now started to defecate the walls with advertising the products they deal in. For doing so the authorities of the local bodies are fully responsible who get money for allowing to make the cities ugly. Even these local units of the political parties erect big gates at their wills by digging the metal as well as concrete roads to welcome their so called leaders leaving the damaged roads at their fate putting the public in much inconvenience for years. more  
Are you seeing the ' SHOULD BEs' in the covered points? Every one says 'should be', the law also says so but who will do it ? Sirs, It takes one week to get to the solution and implement it. But the will is not there. ' उड़ता पंजाब ' देखी ? All malpractices lead to politicians, police and the like. Ads carry addresses, phone no. or party ads. The Govt. has the power to send them notices and fine them. WHY HAVE THEY NOT STARTED TILL NOW ? What are they waiting for ? The solution is there. Do they need our feedback to start it ? Ok Govt. PLEASE START NOW, the good results are already staring at you and you have one top class man at the helm. more  
Good Morning Mr. Muthu & Mr. Sadanand, both of you have brought out good / important points which are very correct...... ( 1 ) Not only private walls / government buildings / government sign boards which help give directions to the general public .. all these are defaced by us, as there is no CIVIC SENSE -- over and above that ( 2 ) the law makers are the biggest law breakers as they let these defaulters go scott free for some rime or reason, which is very well known to the highest of authorities and the general public. But WHO SHOULD or can BELL THE CAT. more
