I agree that transfers are not eh ONLY solution. Though it is also correct that transfers often make the system more efficient and faster. New ideas also come in and often the implementation is faster. However, there are many other problems for which a solution is not easy. The best possibility is to try alternatives, which may or may not work, but may be worth trying. more

Transfer is not only Solution there is a need for fixing responsibility on account of performance , normally they escape by shifting the accountability if one may review the shortfall of textile industry in U.P. it is general observation that most of the Textile Sector becomes dormat after given responsibility to IAS e,g. Group of State Textile mills, UP Handlloom/UPICA/NTC/BIC unit a comparative will put all information on how sector not working more
