UP Stamp and Registration Offices
we are all being appraised about corruption being wipedout by the UPA 2 . Now , we have BJP govt, at the Centre and the State.This is a much needed reform. long overdue. Defunct and dead Socities , which have had no AGM or audit can still be Registered .
Everyone knows how the Registrar Office functions (Malfunctions). Yet RWAs have to renew the Registration every 5 years. if you have been an Office Bearer , you know the pain. So all these tall claims of corruption being wiped out, are a big eye wash. Infact every 5 years , inflation has to be taken care of.
Its the most archaic set up still in the 18th Century. so all this talk about Digital is a pipe dream. Once you get into that Office you can get buried under the mounds of Paper. They love hard copies, several sets have to be provided.though the only thing that works there is greasing the palms. Since its not practical to keep makinh trips to Meerut , even the most principled have to cave in.
1) Noida is a District , so a local Office is a must.
2) The Registrar Office has a false impression that Noidaites are flush with money. The Rwas run on meager resources , and puts them in a soup.
3) There is no change with the new Govt.
4) Install CCTVs with recorders.
5) Staff needs to be trained in civil behavior. more

I do appreciate the initiative of Madam Aruna Arora about looking into working of sub registrar Merut particularly organisation like RWA. My experience about this organisation and registration of RWA like society is most horrible. Present procedure is only a permission for a group to carry out corruption openly without being responsible/Answerable /punishable for illegal activities. There should be no illegal activity supported/permitted to function. I have an alive example of corrupt functions of RWA which ended in making RWA कालातीत for not following the by laws but there was no account of illegal collection, no accounting, no accounting of property generated and no production of audit sheets. Culprits were never punished by Sub registrar or Noida Authority or Govt administration like police, DM or SSP. more

भ्रस्टाचार समाप्त करना क्या सिर्फ राजनीतिक या सरकार का उत्तरदायित्व है हमारा नहीं ? भ्रस्टाचार क्या सिर्फ रजिस्ट्रार आफिस मे ही है RWA मे नहीं ?रजिस्ट्रार भी हम मे से एक होता है तो क्या हम भ्रस्टाचार को प्रोत्साहन नहीं देते है ? रजिस्ट्रार चाहे कंपनी का हो या ज़मीन का हर जगह भ्रस्टाचार है और वह एक ऐसे आदमी द्वारा पैसे वसूलता है जो उसके यहाँ कार्मिक नहीं है पर उसे रिश्वत देते हम है और वह भी मुख्यतः इसलिए जिससे हमारे समय का नुकसान न हो यानि जो समय हम बचाना चाहते है उस समय की कीमत को हम रिश्वत द्वारा भुगतान करते है । तो हमे अपने को सुधारणा होगा - निश्चय करना होगा की हम रिश्वत नहीं देंगे पर क्या हम सब तैयार है , यदि नहीं तो इस बहस से फायदा ?सरकार हम बनाते है और सरकार हमारे हित के लिए नियम/कानून बनाती है पर सारे नियम/कानून बेकार हो जाते है क्यूंकी हम सुविधा को प्राथमिकता देते है नियम/कानून को नहीं - कितनी RWA ईमानदार है यदि कालनी मे रहने वाले हजारों की संख्या मे है ? यदि सेवा भाव से rwa का गठन हुआ है तो चुनाव ग्राम सभा के स्तर का क्यूँ ?हमको सुधारणा होगा तभी दूसरा सुधरेगा । more

I think we were talking about the corruption in Land Registration offices through out the country and in UP in particular. Now speaking of registration of Cooperative Societies of any type, yes there is lot of corruption in all types of Cooperatives and it is mainly because of politicians, corrupt cooperative bodies, corrupt Society office bearers,no supervision or control and timely & honest audit by Registrar's institution itself. Having said that and worked in cooperatives for > than 30 years, I can say that unless honesty comes at each level, no Govt, BJP, UPA or AAP can do anything. So the charity has to begin from top only and CAG Audit should be made mandatory for all institutions and not only for cooperatives. Though the Govts at Centre and in most of the states have changed, but the corrupt bureaucracy, most corrupt Babus and officers working in different departments have not changed. I totally agree, the state of affairs in UP at Registrar offices is unchanged. There is gross corruption at the Registrar of Companies, Kanpur. They just refuse LLP firm applications stating reason 'Others'. Their touts later ask you to pay-up to get the approval process going. This is inspite having everything online. Being a Noida resident, we faced lot of difficulties in same. The discretionary power makes the system corrupt irrespective of the process being online or not. We refused to pay any bribe. We also complained to PMO office and Ministry of Corporate affairs. MoC never cared to reply. PMO did acknowledge our issue, but asked us to file a complaint back to MoC! After loosing all hopes, we registered a Pvt. Ltd. co. instead as we came to know that registration of LLP firms is still in the hands of local jurisdiction registrars, while Pvt. Ltd. registrations for all India is done via CPC, Manesar controlled by RoC Delhi. more

I completely agree , decrease corruption level is a complete eye wash, only big talks by the politicians. Rather it has increased atground level. NOt a single office is ready to give any clearance with out taking some thing. I have recently given 700 openly at registry office in Noida. with out paying it , they will not even accept your file to proceed further. RTO Noida - if you have not paid to agent, they will show you no. of deficiency in your file.
