Yes. the lower seat should be reserved for senior citizens or all above age of 50 if the ticked is booked at least 2 days before of leaving the train. There may be a case that senior citzien has bookd the ticket at last moment where there the lower seat was not available. HOWEVER, BEST SYSTEM IS RAILWAY SHOULD INFORM PRIOR TO BOOKING THE SEAT STATUS SO THAT IN CASE OF UPPER SEAT ONE CAN LEAVE THE BOOKING. more
Exactly that is what the rail ticket booking customers have been asking for. We are in the dark till we pay for the ticket. The Berth status of Ticket should appear before the payment is made , so that the passenger can go for another train or another date.
